Since the beginning of 13 th Five-Year planning,urban rail transit construction project in China has attracted more and more attention,the rapid development of the evaluation of the financing mode has also become a hotspot.However,the research on the evaluation of the financing mode of urban rail transit construction projects usual y start with less consideration of the difference between the financing models.Also,the construction price is high,the construction period is long,and the application of the urban requires strong underground space.And the characteristics of other urban rail transit construction projects determines the unique needs of its financing model.Therefore,it has important practical significance to study how to evaluate the financing mode of urban rail transit construction project.This paper first introduced the basic connotation of city rail transit and its financing mode and characteristics,from the specific traffic characteristics and economic characteristics of city rail traffic,and focus on the description of the project financing mode of several kinds of the definition,characteristics and existing problems,and provides a theoretical foundation for the financing mode of city rail transit construction project evaluation system.Although there are many researches on the evaluation of the financing mode of urban rail transit construction project in China,but most of them are in the initial state,theoretical,and the lack of practical mathematical methods.Therefore,in this paper,the urban rail transit construction project stakeholders use Delphi identified 21 evaluation indicators,combining the use of fuzzy clustering method to index screening.In order to make clear the influence of the evaluation indexes of different financing models,the entropy weight method and the grey correlation analysis method are used to classify the evaluation indexes of urban rail transit construction project financing model.Then use the genetic algorithm to optimize the support vector machine sample data,to construct the evaluation model of the urban rail transit construction project financing model,providing a new financing model for China's urban rail transit construction projects.Finally,according to the actual situation of Qingdao subway line 1,the evaluation model of different financing models are adopted in accordance with the established evaluation model.Through the model theory,the index system and evaluation of the financing mode of city rail transit construction projects,this research fil s the shortcomings of current financing mode researches,providing practical suggestions for the evaluation of the financing mode of future research.
