Research On The Adjustment Of National Economy From 1979 To 1981

This article focuses on the economic adjustment plan from 1979 to 1981.By combing economic works during this period,the background,process,historical significance,and lessons learned from this economic adjustment are carefully studied.Striving to make some gains in the following areas: why is the adjustment plan so divergent? why is the process of implementation of the economic adjustment plan complicated? how does the attitude of the main leaders of the CPC Central Committee change?The main content of this article are as follows:After the �Cultural Revolution�,the first thing the Central Committee of the CPC paid attention to was to expose and criticize the �Gang of Four� and other party crimes and stabilize the situation in China.The second thing was to restore and develop transportation and industrial and agricultural production,shift the focus to the socialist modernization drive,revisit the goal of building a strong socialist modern country,and work hard to boost the national economy.Due to the constraints of the main and objective conditions at that time,the long-formed �Left� guiding ideology has not been truly corrected,and the eagerness for success has grown again.It has repeatedly pursued impractical high speeds and high targets,which has aggravated the major imbalance in the national economy.The capital construction investment has been increased once and for all;and despite the restrictions on foreign exchange payments and domestic supporting capabilities;the introduction of foreign investment has been expanded,financial difficulties have also occurred,and it has been difficult to improve people's living standards.In order to bring the national economy back to a stable and healthy development path,the CPC Central Committee decided that it would take a few years to make the necessary adjustments.It also proposed a new �eight-character principle� of �adjustment,reform,rectification,and improvement.� This economic adjustment mainly goes through two phases.In the initial period of adjustment,due to the great differences among the party,many adjustment policies failed to be carried out in a conscientious manner,and the imbalance of the national economy has not really changed.Under such circumstances,the Central Committee of the Communist Party of China continues to resolutely implement the policy of adjustment while strengthening the understanding of ideology.By 1981,the adjustment work was really on the right track,high indicators came down,the scale ofinfrastructure was compressed,the economic structure became more rational,the major imbalance in the national economy significantly improved,and the people's living standards improved significantly.In this adjustment,Chen Yun,Li Xiannian,Deng Xiaoping,and others relied on years of experience in presiding over financial work.They were keenly aware of the problem of overheating of the economy,and played a key role in economic adjustment,and continued to work as other responsible persons.Therefore,studying the thoughts of economic construction by Chen Yun,Li Xiannian,Deng Xiaoping,etc,can help us better understand the outstanding contributions made by the older generation of revolutionaries in China's economic construction.The purpose of this study of this economic adjustment is to analyze the overall situation of economic development and explore the objective laws of economic development.From the perspective of the time,this economic adjustment created a solid platform for the subsequent reform of the economic system and socialist modernization.From today's point of view,through the study of this economic adjustment,we can trace the source of reform and opening up,understand the source of the reform and opening-up ideology,and still have realistic reference for continuing to deepen reforms.
