The Research On The Realization Route For Symbiosis Between Ecological And Environmental Protection And Economic Drvelopment Of The Resources County

The communist party’s18th national congress (the18th CPC thereafter) put forward the goal of "construction of beautiful China and achievement of Chinese dream". However, what goes against the national inspiring spirit is the extensive economic development pattern, which is shown in many economic problems and environmental pollution such as high investment, high consumption, fog and haze and water pollution, etc. How to achieve the co-existence between economic development and environment protection is an important problem which needs to be researched urgently. Counties play a decisive role in economic development and ecological environment protection, so it is significant to conduct a research in the resource county background, which guarantees its great practicality and pertinence.The thesis takes Qianxi of Hebei Province, a national top100county, for example. By collecting the detailed data of its economical and social development, an analysis is made on the origin of conflicts between economic development and ecological environment protection in Qianxi County. Based on the experiences gained from foreign theories and practices of ecological environment protection, the author gives a written advice to the government, puts theory into practice, supports and establishes three social organizations, tries to explore a method of co-existence between economic development and ecological environment protection for the resource city, which can be conducted in Qianxi county and achieved certain effect.The thesis works out a pattern with the trinity of "government-enterprise-society" for the co-existence of economic development and ecological environment protection in the resource city by thorough analysis, which is of satisfactory duplicability and operability. In this pattern, the government plays a leading part; the enterprises aim at establishing a energy-saving and circular economic entities; and social organizations are developed so as to make up the gap between the government and market. The government, enterprises and the society make joint efforts to realize the co-existence of economic development and ecological environment protection.Finally the ways of achieving the symbiosis of economic development and environmental in a resources county is drawn. Specifically, one is to activate government’s leading role by adopting practical measures, adjusting the economic leverage, and improving the function of environmental governance mechanism and demonstration. The second way is to assist enterprises to develop circular economy and create a conservation-minded society by changing the concept of enterprises, transforming governmental functions, and strengthening the construction of legal system. The third is to strengthen the roles of industry associations and social insurance in the social management.
