Investigation Report On Promoting Safety Production Liability Insurance In High Risk Industry In Jiangxi Province

Since the reform and opening up,China's economy has developed rapidly.China has entered an industrialized society,its social productivity has been continuously improved,its market vitality has been continuously enhanced,and a large number of enterprises have been put into operation.However,behind the prosperity of the economy,there are frequent production safety accidents.The occurrence of safety accidents brings irreparable loss of life and property to the people and shakes the foundation of harmonious social development.At present,the focus of national safety production management is mainly on the implementation of the responsibility system for production safety.The safety production liability insurance as the core link of the responsibility system for safety production,is an effective tool to reduce the government's financial burden and solve the economic dilemma caused by safety accidents.According to statistics,in 2017,the incidence of safety accidents in Jiangxi Province increased by 3.7% on the original basis.Under such a severe situation in the production safety situation,the pressure to ensure safe production continues to increase,and it is imperative to promote safety production liability insurance.On this basis,the author hopes to analyze the development situation of the production safety liability insurance in Jiangxi Province since the pilot project in 2009,find out the problems encountered in the promotion process of safety production liability insurance,and put forward corresponding recommendations,efforts can be made to contribute to the function of safety production liability insurance to play its role as "social stabilizer".This research report is mainly divided into four parts.First of all,starting from the definition of high-risk industry and safety liability insurance,this paper collects and analyzes the current situation of production safety insurance in high-risk industries in Jiangxi Province and finds that the current high-risk industry safety liability insurance has the characteristics of large fluctuations in premium income,high payout ratios,and highly concentrated markets.Secondly,through fieldwork of 8 insurance companies in Jiangxi Province that have already carried out safety production liability insurance business,the author learned about the current status of safety production liability insurance in Jiangxi Province and analyzed the five aspects of problems encountered in the promotion process of production safety liability insurance from the external policy environment,government implementation,insurance company supply,product rate setting and the risk prevention and control system.Then,through analyzing the successful experience of domestic and foreign of production safety liability insurance and combining with the situation in Jiangxi Province,it is concluded that the government needs to strengthen the enforcement,improve the laws and regulations,and rationalize the premium payment.Finally,the author proposed advices for the above five issues.The advices include clear responsibility division,the government increased financial subsidies,the government forced high-risk industries to purchase safe production liability insurance,established a co-insurance model,added post adjustment factors to premium calculations,and improved laws and regulations.sound laws and regulations specific regulatory documents and improve risk prevention and control system by introducing intelligent risk control system.Hoping this research report could made an effort on the development of safety production liability insurance in Jiangxi Province.It is believed that under the strong support of the government and the people,the safety production liability insurance can be matched with the development of high-risk industries in Jiangxi Province and it will be truly safe in Jiangxi.
