Sustainability Studies Of New Rural Social Pension Insurance System

For a long time,the population of the rural population has always been our country the main body,with the development of aging population,the rural pension problems become more prominent.Properly solve the problem of farmers' pension,embodies the national social security system is fair and impartial manner,to consolidate the basic status of agriculture,is also the important embodiment of sustainable development.Launched nearly six years as of the end of 2015,expanding the coverage of new agricultural insurance system,beneficiaries,coverage has increased from 2008 in 50 million to 504 million,the number of pension is increased from 2008 in 5 million to 148 million people,has now formed a relatively perfect financing,management and operation mechanism.But also has many problems,if we do not attach importance to and solve,will pose a threat to the whole institutional sustainability.In this paper,the current situation of the development of social economy in our country as the background,to our country rural future actual demand as the basis in reality,the general law of development of social insurance system as the theoretical basis,on the basis of consulting a large number of data types,a variety of domestic and foreign literatures,fully analyzes the necessity and feasibility of the implementation of the new rural social endowment insurance system in China;Through the qualitative analysis of the implementation of the "new farming keeps"over the past few years the status quo,to understand the new agricultural insurance system in our country in the aspect of sustainable development,there are unsustainable pension way,unsustainable pension standard,fiscal investment unsustainable and regional differences and so on four aspects;By choosing Yue Yang Hu Nan rural new agricultural insurance to carry out the situation of the specific case study analysis,think that the new agricultural insurance system in our country still exists many problems,such as,government propaganda is not in place and the low level of pay cost,ginseng protect enthusiasm is not high,low pension treatment as well as the new farming keeps information construction problems such as backward;To solve above problems,this paper continue to analyze the cause of these problems causes the system design of reason and social environment,economic environment and regulation mechanism;On this basis,this article from the optimization of system design,improve the social environment,optimize the economic environment,and establish and improve the supervision and management mechanism of four aspects put forward the "new farming keeps" system in our country can realize the healthy and stable sustainable development countermeasures and suggestions.This article innovation point is put forward from the macro the sustainable development of rural society endowment insurance in our country,on how to realize sustainable development,put forward the countermeasures to solve the problem.In this paper,the "new farming keeps" in Yueyang County of Hunan province is taken as a case to fully describe the current situation and existing problems of the "new farming keeps".Due to the objective factors such as indirect channels and insufficient data,there are still some deficiencies in the theoretical analysis.In addition,due to the lack of relevant data of the "new farming keeps",resulting in some of the depth of analysis is not enough;there is no gap between the supply and demand of the new pension and other issues,which will be the direction of future research.
