Since the founding of New China, the social security system has experienced from scratch, from there to universal access, from universal access to fairness,and it is currently in the final stage. Since the reform and opening up,great changes have taken place in our country economy, the old-age insurance system in rural areas has experienced the phase of " the old farmer Paul" and in the new centuryunder the new context of " the new agricultural insurance" stage, at the same time reservoir town residents pension insurance system for urban residents is also introduced. Ideas for the development of qualified personnel, personnel management system mechanism malpractice, inadequate security talent base, is the main cause of these problems.Through the introduction of Japan, France and the Netherlands the advanced experience and successful practices in handling personnel service system construction, combined with China's specific national conditions and the orgnaization of the "City Habitat Paul" reality, put forward the corresponding strengthen our countermeasures and suggestions for the social security system services of qualified personnel: firstly, to set up the scientific talent, talent concept, ideological premise for strengthening the construction of talent team; secondly, the personnel adopt flexible staffing, accelerate the enrichment talent team, achieve the balance of load per capita; and finally, to strengthen personnel training mechanism, improve the quality and professional competence of staff, strengthen human capital; Also, to improve the performance appraisal system, construct the target incentive mechanism, and fully mobilize and play to staff morale and creativity.
