Study On Insurance Compensation Model For Urban And Rural Residents In Henan Province

“After decades of hard work,the disease returned to liberation”,“the minor illness endure not to treat,the big disease wants to cure but cannot cure”,The sadness is a lot of residents face the true portrayal of disease.In 2016,the poverty of the poor was accounted for by 44.1% in our country.In order to solve the problem of big disease,China implemented the urban and rural residents of the insurance system in 2012,Henan province starting from the trial of the major disease insurance in 2013,from the initial 4 pilot to the whole province has achieved a good guarantee effect,effectively reducing the disastrous medical expenditure of the family,to a certain extent,to alleviate the poverty caused by illness,the return of poverty due to disease phenomenon.However,due to the short system implementation time,Henan province has a large of population and the situation is complex,the current compensation model for major disease insurance still exist a lot of deficiencies,how to let this pioneering work to release a lasting dividend,design a more fair and efficient compensation model,become the key to explore the benign development of this system.In this paper,I was surveyed 300 families of urban and rural households in Zhengzhou and Zhoukou of Henan province,and interviewed 10 residents who obtained the insurance compensation of the big sickness,the actual compensation proportion and the problems existed in the operation were expounded.At the same time,combined with the compensation and operation of the big sickness insurance in Henan province in the past 4 years,this paper analyzes the implementation effect of the insurance system of the big sickness by using the method of empirical study and theoretical analysis,and explores the strategies and ideas of perfecting the compensation mode.This article is divided into three parts six chapters,the first to second chapter is the basic part,mainly introduced the research significance,the related concept and the Theory Foundation;Third chapters chapter is the main part,The third chapter mainly studies the design and operation effect of the current major sickness insurance compensation model in Henan Province;the fourth chapter introduces the beneficial experience of “Taicang mode” and “Zhanjiang mode” in compensation mode;The fifth chapter puts forward the idea and measure of optimizing compensation mode;The sixth chapter is the conclusion part.In this paper,through in-depth analysis of the current major disease insurance compensation model in Henan province,it is found that there are some problems,such as the burden of medical expenses of the patients with severe diseases,the problem of poverty caused by disease moral hazard,will promote the consumption of excessive medical treatment,and the lack of understanding of the residents,not giving full play to the advantage of commercial insurance institutions.and then put forward some ideas and measures to perfect the insurance system of the big disease.Make efforts to better safeguard the effectiveness of the disease insurance.
