Research On The Development Of High-Speed Railway(HSR)New Town In Changsha

As a series of major national strategy,such as "the Belt and Road",the coordinated development of the Yangtze river economic belt and Collaborative Development of Beijing,Tianjin and Hebei Province,is put forward,a large number of export-oriented large transport hub become the important port between the different regions and nations for the flowing of human,information,funds and other economic elements,the port economy meet unprecedented development.In this background,many cities with efficient transport hub such as high-speed railway station,establishing High Speed Railway(HSR)New Town as the carrier to promote the development of the region of the open economy and modem service industry.The concept of "Changsha HSR New Town"was proposed in changsha in 2014 when the Shanghai-kunming and beijing-guangzhou railway lines meet at the south railway station in changsha.At the end of 2015,the new metro management committee was established,and the development of Changsha HSR New Town was on the right track.With the completion of the construction of two key projects of changsha international convention and exhibition center and maglev line,the development of Changsha HSR New Town is a new beginning.As the open highland of hunan province,Changsha HSR New Town is the bridgehead of changsha into the Yangtze river delta and pearl river delta,and plays an important role in the creation of the national center city process in changsha.Accordingly.2017 provincial party committee secretary Du Guhao pointed to continue making the Changsha HSR New Town with high iron and exhibition economy as the main body of modern service industry agglomeration area,the impetus of the development of the open economy in changsha engines and the window of the modern urban landscape,the region welcomed opportunities of development.After nearly four years of development,the construction of Changsha HSR New Town had slightly made progress,but existed many difficulties.To delve into Changsha HSR New Town currently existing problems and the reasons behind,this paper uses SWOT model to qualitative analysis the environment of development,and builds the high-speed new town development quality evaluation index system by select 13 indicators from five aspects such as the economic vitality,construction scale and external connection,policy service,human resources and so on,using the entropy method,comprehensive evaluation model and the clustering analysis method to measure and evaluation for the development of quality,and making comparative analysis with five other provincial capital city of the country's HSR New Towns.On this basic,analysising the main problems of Changsha HSR New Town and provide support for the establishment of later development countermeasu-res.The research results show that Changsha HSR New Town has prominent advantages in location,significant traffic advantages,abundant natural and human landscape resources,and a solid industrial foundation.However,existingcity development problems such as lack of econormic vitality,industry lag,the lack of human resources,poor area cohesion fusion,urban poor quality is poorer,insufficient management system,etc.The establishment of the national central city of Changsha,the urgent need of the open economy and the modern service industry,the absence of Huxiang culture and the featured industrial display platform,and the support of the provincial leaders in building the modern service industry cluster in the new city have brought many opportunities for the HSR New Town,facing the development challenges of the coordination of market competition and regional cooperation,.the slow progress of project construction and the urgent need for development of the New City,and the serious deviation of the existing projects from the.industrial positioning.The new high-speed rail city should give full play to its advantages,seize opportunities,meet challenges and solve problems so as to achieve healthy and sustainable development.Problem oriented,this paper using the spheres of theory,catalytic theory,theory of ROD,and the theory of sponge city theory,learning the successful experience from Shanghai hongqiao central business distruct,the line and nantes,combined with the requirements of the municipal party committee,municipal government and regional advantage,put forward some countermeasures of development such as rationalize systems and mechanisms,improve the urban comprehensive transportation system,develop the convention and exhibition industry,strengthen the construction of tourism and leisure industry,fully improve the quality of urban construction.In developing countermeasures for lead,to reveal the development path of the Changsha HSR New Town,and put forward "high-speed rail-exhibition" innovative linkage development mode,enrich the theory of high speed rail new town development,provide research methods and other HSR New Town development models for reference.
