Research On Development Status And Countermeasures Of Basic Pension Insurance System For Urban And Rural Residents

Before the founding of New China,the basic insurance system was in a blank state and could not provide the elderly security for the elderly in China.With the increasing global aging problem,Chinese government has not escaped from the ranks of population aging,and the demand of old-age care for the elderly is increasing day by day.In order to alleviate the worries of the elderly,Chinese government has established New Social Endowment Insurance System for Rural Residents and Urban Residents Social Endowment Insurance System.In order to protect the achievement of pension insurance and eliminate the gap between urban and rural areas,the government will combine the two systems and establish a basic pension insurance system for urban and rural residents.The background of the introduction of this system is closely related to the reform of the social security system in China.It bears multiple functions such as ensuring the basic living needs of the elderly in urban and rural areas,and promoting social harmony and stability.The living standards of the elderly have been improved to a certain extent in rural and urban areas.The Eighteenth National Congress of the CPC pointed out that the goal of building a well-off society in an all-round way should be achieved by 2020.Establishing and improving the basic pension insurance system for urban and rural residents is important,and it is theoretical and practical significance for building a well-off society in an all-round way.By summarizing a lot of literature at home and abroad,the author has referred to many theories about Basic pension system for urban and rural residents,at the same time,methods in this paper,literature,research and interview were used.By researching on development status and Basic pension system for urban and rural residents about a county in northern Jiang Su province,it finds that have token effect,but it still exists many problems,for example,residents are inclined to choose low-level premium standard,less pension,the insured don't want to purchase pension insurance for a long time,office-holders don't have practiced skills,backward information and so on.In order to solve these problems,the author analyzed the status about a county in northern Jiang Su province,and provides some suggestions in the article.For example,balancing urban and rural development,improving residents' life and premium standard,innovating the methods of management,developing and strengthening collective economic,promoting the insured to get collective subsidy,establish a new service platform,government strengthens management and so on.The author hopes these suggestions that can perfect the Basic pension system for urban and rural residents about a county in northern Jiang Su province.
