Research On The Impact Of Anti-poverty Targets On The Implementation Of Targeted Poverty Alleviation Policies

Public policy is designed to solve the public problems in the process of ruling.It's a scheme to achieve public goals and cater to the interests of the public.Policy implementation is the intermediary link of the process of policy,which means policy implementation is the key to the success of the policy effectively.On the starting point and the content of the policy,it is conducive to the development of society.However,as a result of the policy object problems hinder the policy implementation,which weakens the effect of the policy.Promoting the precise poverty alleviation is the inherent requirement of alleviating poverty and achieving common prosperity.Nevertheless,the good policy met many resistances in the process of execution,among them,the resistance from the policy object can not be ignored.Baiyin in northwest of China,as a typical poor areas,endeavored to carry out precise poverty alleviation under the guidance of the government,but not made great progress with resistances from many aspect such as incompatibility,distrust,negative,and incomprehension from the poverty.It is not difficult to traced that the resistance is finally ideological problems.In other words,most of the poor is spiritual poverty rather than a simple material poverty.According to the above problem,from the policy implementation process model and interaction model of policy implementation we try to put forward some effective measures to improve this situation.Improving public quality,strengthening the public participation,and enhancing the communication between policy objects and policy subjects in the process of implementation are the major improvement of promoting poverty alleviation.The purpose of this dissertation is to clarify that What problem is the policy subject should be responsible for,and what problem is the object should be responsible for?It is helpful to guide the policy object to play an actively effect on the policy implementation,reduce or even eliminate its negative influence,which can immensely promote the effective implementation of public policy.
