Study On The Policies Implementation Of Rural Financial Poverty Alleviation Under The Background Of Targeted Poverty Alleviation

Poverty is one of the most pressing and urgent social problems in the world,which is not only a personal problem but also a social responsibility problem.Financial poverty alleviation is the main means of poverty alleviation in China nowadays,and it is expected to solve poverty problem with "poverty alleviation by means of blood-making ".Documents from 19 th CPC National Congress point out " To win the battle of poverty","To ensure that by 2020 the rural poor population in China under the current standard out of poverty,poor counties all out of poverty".This reflects not only the phased goal of the development of poverty alleviation in China,but also the importance and urgency of rural financial poverty alleviation in China.This paper focuses on the implementation of rural financial poverty alleviation policies under the background of Targeted poverty alleviation.It explains the related concepts of financial poverty alleviation policy and the necessary theoretical basis.Then,the policy of national financial poverty alleviation is introduced in detail,as well as the provincial financial poverty alleviation policy taking Hebei province as an example.At the same time,the paper considers the D County of Hebei Province to be a good example to introduce the documents and methods about the concrete implementation of the financial poverty alleviation policy at the county level.Through the investigation of the D County,it is found that financial poverty alleviation policy has made obvious achievements: the system of financial poverty alleviation and development has been set up,the focus of financial poverty alleviation is clear,the level of service is improved,and the mechanism of financial poverty alleviation work is gradually improved.At the same time,some problems have been exposed: the financial poverty alleviation policy still needs to be perfected,financial institutions and financial markets are not very active in financial aid for poverty alleviation,and poverty objects lack of subjective consciousness and sense of credit.For the implementation effect of China's financial poverty alleviation policy,this paper applies Smith's policy execution model to find out the factors that influence the implementation of policies from four aspects: government,financial institutions,village committees and poverty alleviation targets.In government,the development of financial poverty alleviation policy slows down the development of financial instruments,fails to fully mobilize the enthusiasm of commercial banks to participate in precise poverty alleviation,define the main responsibilities of financial poverty alleviation,and "cross border intervention" of local governments,which undermines the implementation effect of financial poverty alleviation policies.In financial institution,it is difficult for all kinds of financial institutions to effectively implement the policy of financial support for poverty alleviation,the single and functional limitation of the financial aid to the poor,the imperfect operating mechanism of the rural financial market and so on.In village committee,the village committee's own ability and quality limit the implementation of the rural financial poverty alleviation policy,the "rent seeking behavior" restricts the implementation of the rural financial poverty alleviation policy,and the villager's nonfeasance has affected the implementation of the rural financial poverty alleviation policy.In poverty alleviation targets,the object of poverty alleviation is low recognition of rural financial poverty alleviation policy,low cultural and political quality of poverty alleviation,poor rural credit environment,weak farmers' credit concept,farmers' rights awareness and subjective consciousness.For the problems in the implementation of the rural financial poverty alleviation policy and the above influencing factors as the target,this paper puts forward specific policy recommendations from four levels,namely,the government,financial institutions,village committees and poverty alleviation targets.
