With the rapid development of the social economy and the continuous growth of the population,the contradiction between the supply and demand of water resources has become increasingly prominent,and the problem of the sustainable utilization of water resources has become increasingly serious.Since the total amount of water resources cannot be increased,increasing the efficiency of water use has become the main way to alleviate the shortage of water resources.The industrial structure,as a result of past economic growth and the foundation for future economic growth,is an important factor in economic development.At the same time,it is also an important factor affecting the quality of the water environment.The impact of different industrial structures on the consumption of water resources and water pollution is very different.Changes in the industrial structure affect the water use structure of different sectors.At the same time,the adjustment of the industrial structure will also have an impact on the amount of pollutants discharged,thus changing the available quantity of water resources and affecting the efficiency of water use.The improvement of water use efficiency can generate greater economic value and promote the optimization of industrial structure.This article takes the Poyang Lake Economic Zone as an example,analyzes the various water use efficiency of each county in Poyang Lake Ecological Economic Zone from two dimensions of space and time,and finds out the factors that affect the water use efficiency by DEA and CCA.Through empirical research on panel data,the coupled and coordinated development of water use efficiency and industrial structure in the Poyang Lake Ecological Economic Zone was analyzed.To provide a theoretical basis for the full play of the mutual promotion effect of water use efficiency and industrial structure in Poyang Lake Ecological Economic Zone,and to provide new solutions for the sustainable development of Poyang Lake Ecological Economic Zone.This study draws the following conclusions:(1)Poyang Lake ecological economic zone counties have obvious differences in domestic water consumption,agricultural water use,industrial water use,or total water use efficiency.The areas with higher total water use efficiency are mostly distributed in The Ganjiang River,Fu River,and Rao River meet Poyang Lake.(2)The overall efficiency of water resources utilization in the Poyang Lake Ecological Economic Zone is on an upward trend,of which agricultural water use efficiency is the lowest,which is the main indicator that hinders the increase in totalwater use efficiency.(3)There are differences in the factors that affect the efficiency of water use and the redundancy of the technology.The primary industry accounts for the proportion of non-agricultural value as the main influencing factor of both,explaining that industrial structure is a relatively important factor affecting water use efficiency in the Poyang Lake Ecological Economic Zone.(4)From 2009 to 2015,the coupling relationship between the water use efficiency system and the industrial structure system in the Poyang Lake Ecological Economic Zone was in an antagonistic stage.(5)Coupling fluctuations in water use efficiency and industrial structure fluctuations in typical areas of the Poyang Lake Ecological Economic Zone from2009 to 2015,Coupling coordination level is in the stage of development from imbalance to coordination.(6)In the early stages of the study period,the development level of industrial structure in the relationship between water use efficiency and industrial structure in Poyang Lake Ecological Economic Zone is lagging behind or the level of development of the two systems is quite.After 2014,the level of water use efficiency lags behind the level of the industrial structure and becomes a lagging system.Finally,this paper propose optimazation paths from the laws and regulations,the first,second and third industries,for improving water use efficiency,reducing pollution to the water environment,and improving the coupling and development of water efficiency and industrial structure in Poyang Lake Ecological Economic Zone.It is significant to promote the coordinated development of water resources environment and industrial economy in Poyang Lake Ecological Economic Zone.
