Research On The Quality And Safety Policy Of Chinese Agricultural Products

Quality and security problem of agricultural products is not only a policy problem but also the issues of agriculture,farmer and rural area problem that focused by the Communist party of China.In 2018,the central committee of the communist party of China(CPC)proposed the "implementation of the food safety strategy to improve the quality of agricultural products and the food safety standard system".1F(2)The quality and security of agricultural productions is not only the most important problem that needed to be solved for the moderately prosperous society proposed in all respects,but also the problem that needed to be solved chiefly for the development of modern agriculture.At the present stage,comparing to the number,quality and effectiveness are the bottle-neck of agriculture.Later,supply-side structural reform in agriculture emerges as the times require.In consideration of the fact that the improvement of the quality of agricultural productions is the effective method of supply-side structural reform in agriculture,however,improving the quality of agricultural production need the quality and security policy of Chinese agricultural production.As the promotion of supply-side structural reform in agriculture,the disadvantages of quality and security policy of Chinese agricultural products appear as well.How to adjust and optimize the quality and security policy of agricultural products so as to promote the development of agriculture and rural area's economy and ensure civilian's life and health.In this paper,the author make analysis and research on the goal,principle,construction,main content,positive value and disadvantages according to the Marxist policy view and then seek the optimized thinking of quality and security policy of China's agricultural products.The research thinking of the paper are as follows:In the part of introduction,it mainly states the background and main meaning of quality and security policy of Chinese agricultural products.At the same time,it also arranges and summarizes the related document literature's on the quality and security policy of Chinese agricultural products.It also defines the relevant concepts,and also clarifies the research ideas,methods and innovations of this paper.In the first part,it mainly discusses the Marxist policy view.Including the basic viewpoints of Marx and Engels' policy view,Lenin's basic viewpoints on policy views and the basic discourses of the Communist Party of China on policy concepts.In the second part,it mainly analyzes the aim principle and of composition the quality and security policy of Chinese agricultural products.The aims of the quality and security policy of agricultural products include promoting the level of agricultural productivity so as to ensure the development of agricultural production,guaranteeing the quality and security of agricultural products so as to be beneficial to people's life and health and increasing farmers' income.The principle of the quality and security policy of Chinese agricultural products include obeying the unified principle among economic benefit,social benefit and ecological benefit,the combination principle between controlling the head stream of agricultural products and supervising it in the whole process and the principle of combining overall consideration with making the key points stand out.And from the three perspectives of static,dynamic and policy coverage,the composition of China's agricultural product quality and safety policy was elaborated.In the third part,it summarizes the main contents of the quality and security policy of Chinese agricultural products,which is rich and mainly refer to the agricultural standardized rule of quality and security of agricultural products,the choice of the whole-process supervised policy of quality and security of agricultural products and the restriction of the technological bolstered policy of the quality and security of agricultural products.In the fourth part,it mainly analyzes the main character of quality and security policy of Chinese agricultural products,which include the universality in content,the huge relevance in the related technology,the stronger maneuverability and owning to people's life and health and so on.In the fifth part,it provides the positive value,disadvantages and optimizing thinking of quality and security policy of Chinese agricultural products.In this part,it mainly analyzes the disadvantages of quality and security policy of agricultural products from its hysteresis quality and low level of systemic,and provides main thought of optimizing and improving the quality and security policy of agricultural products aiming at the above disadvantages that existing those two aspects.
