The Study About Policy Implementation Of The Quality And Safety Of Agricultural Products

The quality and safety of agricultural products is related to people's health and safety, the image of the government and social stability, peasants' income increasing and agricultural development .At present, the research about the quality and safety of agricultural products is focusing on concepts in agricultural products, improving the legal system. the perspective of market failure, the ranks of administrators, the supervision from society, the farmland environment protection, consumer behavior conduction, and so on . However, the articles from the area of policy implementation about the quality and safety of agricultural products are few in China.In the public policy aspects of formulation, implementation, monitoring, evaluation, termination ,the policy implementation is the most important aspect.Policy implementation translate public policies into reality and is the only criterion of inspecting policies correct or not .In order to ensure improving the standards the quality and safety of agricultural products ,in order to protect life and property safety of the people ,in order to safeguard the good image of the country, in order to be conducive to China's agriculture's long development and construction of new socialist countryside ,the only way is the policies about the quality and safety of agricultural products been a good implementation.Therefore, I will target at the implementation of the policies about the quality and safety of agricultural products. Smith policy implementation process model is the main line. This paper will explain the reasons of the central policy are easy-aliasing in the process of the implementation .The executives seek benefits from ambiguous policy objectives, not-complete policies, making mistakes' producers and so on.This paper is divided into four sections. Introduction gives a main introduction about the main concepts of quality and safety of agricultural products, the research status and Smith policy implementation process model. From chapter one to chapter four give an analysis of the deviation in policy implementation of the quality and safety of agricultural products. And I put forward to rational reform proposals from the four areas of the policy itself, the implementing agencies, target groups, the policy environment .Chapter one gives a synthesis of relevant policies since reform and opening up. Through the analysis points out the deviation of inadequate security policies and incentive policies and finds the way of establishing and improving the quality and safety of agricultural products of policy system. Chapter two analyzes the executives of the policy implementation .It exists bad integration of implementing agencies , executives' different cognition and benefits- driven problems .They can be resolved by the reform of "Da Buzhi". Chapter three gives an analysis of target groups .The low policy recognition is resulted by the producers' "rational economic man" identity, information asymmetry problem between producers and consumers and so on. It is a good way to improve the level of producer organizations and policy advocacy efforts. Chapter four analyzes the external environment and proposes measures to strengthen government supervision and the information system of the safety of agricultural products.
