Research On Business Registration System Reformation In Hainan Province

As an important part of Chinese economic system reform,the business registration system reform has played a key role in reducing the entry limits to market for business subject and keeping market trade safe and free.Hainan Province,the pioneer of business registration system reform,has promoted the reform since August,2013.During the four years,new measures indeed invigorated the market greatly,improved the efficiency of business registration,and changed the traditional oversight model over business and the working style of government.The business registration system reform produced positive effects,meanwhile some maladies still could not be solved,for example,decentralization of legislation,unified standards of review in different cities,deficiency of linkage mechanism and difficulty of information sharing between government departments,insufficient post-operational oversight,imperfect credit system causing a great deal of dishonest behavior,etc.This paper centers on the business registration system reform in Hainan Province.Adopting literature research,field investigation and comparative analysis methods,the paper not only summarizes the experience and success of the reform,but especially focuses on new measures of the reform,such as the registrar system,and analyses the problems of the reform and the reasons.With long-term work in the business registration and market oversight,experiencing the changes of market and working environments before and after the reform,the author through comparing and learning from Tianjin,Beijing,and Shenzhen's experience,and applying the people-centered development concept,the theory and practice of streamlining government and delegating authorities,public choice,and the theory of limited government,proposes some solutions including improving legislation,advancing the whole process of electronic registration,strengthening department collaboration,and innovating service concept.At last,the author hopes the paper could provide a reference for the constitutor of the reform,and tries every means to help the development of the business registration system reform.
