Since 2011,the state has gradually promoted rural land ownership by promulgating policies for ensuring rights and selecting pilot counties.Since 2011,China has explicitly proposed that farmers can transfer land through subcontracting,joint-stock cooperation,etc.,and encourage the registration of farmland rights in a collective form.After the maintenance of the land rights,the rural rural land rights determination work is gradually put on the agenda.After the farmland has been authorized,if the land reaches the household,the contractual relationship will remain unchanged for a long time and the land will no longer be adjusted in accordance with changes in the population.This will,to a certain extent,strengthen the basic guarantee function of the farmland,and contract for a larger scale agricultural land.Business circulation creates policy space.Confirming the right to re-issuance of the license,from the legal point of view,affirms the right of the farmers to contract for the operation,is conducive to avoiding disputes over the ownership of agricultural land,and reducing adverse factors in the transfer of farmland.Therefore,some scholars believe that agricultural growth is crucial to industrialization and economic growth,and long-term stable land rights are the basis and key to promoting rural economic growth and accelerating rural social development(Ye Jianping,et al.,2010).It is precisely because of the positive significance of recognizing the rights of agricultural land.Every region is also advancing the work of ensuring farmland rights through policy advocacy.Iin 2014,a number of counties in three provinces,including Shandong,Anhui,and Sichuan,became the pilot counties for 'ensuring farmland ownership.The number of pilots increased in 2016,totaling 22.With the extensive development of agricultural land rights,the flow of agricultural land has increased continuously,reaching about 443 million mu.The right to farmland has become a major reform of the farmland property rights system.At the beginning of the work of ensuring the right to work,scholars and scholars combined the actual situation and explained the importance and urgency of the work of ensuring the right of farmland(Liu Xiaohong et al.,2011;Lu Wencong,Yu Xinping,2014);and with the right to farmland With the gradual deepening of work,the problems and difficulties encountered in the process of ensuring the rights of agricultural land are also increasing.It can be said that the policy of ensuring farmland rights itself is to better protect the rights of farmers and promote the circulation of agricultural land.However,according to the actual situation and previous studies,it can be known that the influence on farmers' willingness to transfer farmland may not be the result of the right and wrong policies themselves.,And it is often farmers' degree of recognition of farmland rights,the degree of implementation of the farmland rights policy,and farmers' satisfaction with farmland rights policies.These three can directly affect the willingness of farmers to transfer their farmland.As a reform of the farmland property rights system,it is unavoidable to discuss the institutional efficiency of farmland ownership,and the most effective way to reflect the efficiency is the impact of farmland ownership on farmland circulation.The study of the influence of the academic community on the determination of the right of farmland to farmland circulation will be divided into three main categories.First,some scholars believe that the registration and certification of farmland rights will help standardize and clarify farmland contracting management rights and promote the circulation of agricultural land(Zheng Jianhua,2009;Xu Yong,Xiang Jiquan,2010).According to the second argument,the promotion of the registration of farmland registrations will impede the circulation of agricultural land.Although the farmland rights protection has protected farmers' right to land contractual management,it may also result in excessive protection(Luo Biliang,2014).This has led farmers to raise farmland circulation prices and hinder large-scale circulation of agricultural land(Hu Xinyan,Luo Biliang,2016).The third argument says that whether or not the farmland has been authorized has no significant effect on the degree of farmland circulation.This argument assumes that in the actual implementation of farmland rights,due to the implementation of policies and other factors(Ye Jianping,2010;Li Zupei,Guan Shan,2013),the registration of farmland rights has been approved for agricultural land circulation and agriculture.Production did not produce significant results.The formation of these viewpoints is based on certain local experiences.Affected by the socio-economic development of each region,the effectiveness of the farmland right-claiming policy is also different.In addition,there is a willingness to transfer and the transfer of agricultural land circulation willingness.In two aspects of willingness,most of the above three perspectives do not make a strict distinction between intention to transfer and willingness to transfer.This article attempts to use the theory of property rights to determine the level of farmer's approval of farmland rights,the degree of implementation of farmland rights policies,and farmers' satisfaction with agricultural land rights policies as independent variables.Starting from the aspects,relying on spss23.0 analysis software,we established a logistic binary regression equation to examine the impact of farmland ownership on the willingness of rural land circulation.After analysis,this paper concludes that the higher the degree of farmer's recognition of the right to farmland,the stronger the willingness of the farmer to transfer into the farmland;the better the degree of implementation of the farmland right confirmation policy,the stronger the willingness of the farmer to transfer to the farmland;The higher the farmer's satisfaction with the farmland's right-claiming policy,the stronger the willingness of the farmer to transfer to the farmland.From the perspective of farmers'willingness to transfer out of the farmland,there is no statistical correlation between the three independent variables and the willingness to transfer the farmland.However,this study also has certain deficiencies.Due to limitations in research conditions,it is impossible to conduct follow-up visits to survey sites.In addition,the conclusions of this study are only applicable to the sample county for ensuring the right to farmland,Xiajin County,Shandong Province,and are lack of other agricultural lands.A comparative study of the location of
