The Analysis On Directed Innovation Elements Of The State-owned Manufacturing Industry And Its Influencing Factors

The development of the theory of biased technological progress has broken the assumption of technology neutrality.In reality,technological progress is not unbiased.it is biased towards a certain factor of production.The bias of technological progress affects the distribution of income in technological progress,and it will also affect the effective allocation of production factors.China's economic development has entered a new era.The development mode driven by the former factors is not suitable for the new normal economic situation,and the urgent need to turn to innovation-driven.From the relevant data,China has laid the foundation for innovation and development.Among them,the manufacturing industry is one of the main body of the national economy.Compared with the world advanced level,there is still a gap.To this end,the government has issued a series of policy plans to clarify the overall development of the manufacturing industry,and the innovation is at the core.This paper calculated the index of biased Technological Progress of State-owned Manufacturing Innovation and measured its influencing factors.First of all,this paper makes a theoretical analysis of the existing research from the biased technical progress.Second,starting with the first-hand data,I depict the characteristics of the input and innovation output of the state-owned manufacturing innovation.This lays the foundation for subsequent research.Third,using stochastic frontier analysis method on the innovation of state-owned manufacturing technology progress factor index calculation,including the introduction of stochastic frontier model(SFA),deviation index based on SFA method.Using the data of 26 state-owned manufacturing innovation input and output in 2009-2015.Results showed that in the state-owned manufacturing,innovation technology progress towards the characteristics of the capital and degree is different in different industry.Next,based on the calculation results,this paper will further explore the reasons for this feature.On the basis of the existing research,this paper will select the sources of funds(government behavior and enterprise behavior),the degree of distortion of labor factor price,and factor structure etc.The results show that these factors will affect innovation technology progress bias.
