With constant rapid development of new technologies such as big data,cloud computing,the Internet of Things,artificial intelligence,and mobile Internet.information and network technologies have become more widely used in social life and public affairs,and the resources and strategies of information have become more widespread.The status has greatly increased,and the use of various means to infringe information security in the public sector has also occurred frequently.How the government's public sector establishes a sound information security governance system and an effective information security evaluation system,guarantees the security of the government's public sector information system,and ensures the effective realization of public management and public service functions have become major issues in the government's public sector information security governance..China Customs is one of the government departments that started the application of informatization earlier.The informatization application of Customs is deeply integrated with the customs,supervision,privacy,statistics,and other business links.The customs government affairs and business systems store a large amount of commercial and statistical data.These are The important information data sources of national macro-control,if the customs information system is severely attacked or tampered with,it will affect the data security of import and export related industries,and even seriously affect the country's economic and political security.Therefore,information security governance is a cross-Systematic management of fields and links.This paper takes domestic and foreign information security governance systems and management models as reference,draws on the achievements of public departments and enterprises in information security governance and evaluation,and introduces the concept of balanced scorecards in W Customs's information security governance,and discusses the necessity,Feasibility and effectiveness.This paper uses SWOT analysis and other methods to study the strategic environment of the W Customs's Security Management,and analyzes the methods and measures adopted by W Customs in the aspects of information security governance system architecture.management strategies,and evaluation methods,and the main problems and risk.In order to demonstrate that information security governance is characterized by multi-participation and joint governance,the author tried to introduce the concept of balanced scorecard into the implementation of information security governance strategy and performance evaluation,and designed the W Customs's information security balance scorecard indicators.The system model builds the system framework of information security governance and performance evaluation from the four dimensions of management effectiveness,stakeholders,internal management,and learning and development,and forms an index system that includes 20 three-level indicators.The "value factor table" is scored and the weight of each index is calculated to achieve a quantitative assessment of the entire system,Finally,this paper proposes the safeguard measures and expected results of the four dimensions of the Information Security Balanced Scorecard to help W Customs effectively improve its information security governance capabilities.It is also hoped that the concept of the information security balanced scorecard can provide reference for other government public departments to improve their information security governance capabilities,and provide positive effects for relevant agencies when formulating relevant policies,standards for information security governance.
