Long-term rental apartment received extensive social attention in recent years.Because of this,various types of enterprises gradually enter into this market which meanwhile attracts numerous capitals and investments.National and local governments successively introduce relevant policies and strategies in order to promote the development of this industry.Moreover,an increasing number of brands and enterprises have set about expanding in a larger scope in this field.Under the background that China strives to build up and develop rental housing market,in Wuhan,as a city with increasing number of immigrants,it is estimated that the number of new citizen group who start up business or work there will have a significant annual rise by virtue of the implementation of the policy which encouraged millions of undergraduates to work in Wuhan.Meanwhile,population growth will also drive the prosperity of the rental housing market which may further bring more opportunities for long-term rental apartment industry.This research will provide some references to the government for improving the administration of the rental housing market.The author first reviewed the policies and spirits of the cultivation and development of apartment rental market implemented in China,Hubei and Wuhan.And after consulting relevant literature,the author found out the differences between domestic and foreign research on rental housing market and then summarized the theoretical foundation of rental housing market in three aspects including the inner structure of housing market,housing consumption and life cycle theory,movement of population and need for housing.This paper firstly introduced the transaction and price of newly-built commercial housing and stock housing in Wuhan from 2013 to 2016,and then summarized the status quo of the rental housing market in Wuhan.Finally,the author listed existing problems in the industry nowadays.By questionnaire survey and interview,this research mainly focused on the tenants and enterprises in long-term rental apartment industry.On one hand,the author analyzed tenant's consumer preference and learned about this group's major need for long-term rental apartment,the unmet needs and weak points in the rental housing market,and affordable rent.On the other hand,the author not only analyzed the details of the enterprises engaging in house rental industry like working pattern,way to get real estate,category of enterprise,added value service and business mode,but also presented existing problems like low market share of institutional long-term rental apartment,lack of relevant legal system and improper policies.Based on the problems that long-term rental industry faces in its development,the author attempts to put forward relevant strategies whose main idea is to set criteria for the acceptance of fire-fighting equipment in long-term rental apartment,to improve market management and credit information management and to strengthen relevant law and regulations.The purpose of this research is to set up professional institutions which can provide long-term rental apartment rental service in five aspects including innovating financial products,improving the management mode of rental housing market,enhancing the functions of government information platform,reducing enterprise's burden in operation and promoting industry's integrity and self-discipline.In the aspect of policy improvement,it is suggested to relax the criteria for the transformation of non-residential house into apartment,tap idle stock housing resources,strive to introduce institutions,which can provide long-term rental apartment rental service,into affordable housing project,and increase land supply for rental house industry.In the aspect of supervision,it is suggested to adopt "N+1" criteria for house decoration and renovation,strengthen the cooperation among different government sectors,improve the administration of house rental business,enhance credit management system and help organizations to play a positive role in the industry.
