As of the end of 2017,under the current poverty standard,about 30 million rural residents in our country have also established card-bearing poverty-stricken population.The incidence of poverty has dropped below 4% and cumulative poverty reduction over 66 million in five years has achieved remarkable results.In order to achieve the grand goal of building a well-off society in an all-round way by 2020,the next three years will be of great importance.In his New Year message of 2018,General Secretary Xi Jinping pointed out: By the year 2020,only 3 years have passed.All the people in the community should act in an up-front manner,make sharp decisions,make accurate policy and constantly win new victories.As an effective means to get rid of poverty,microfinance has been widely used in practice and has achieved remarkable results.Under the coordination of China's International Poverty Reduction Center,the Poverty Alleviation and Development Office of the State Council,in order to analyze the credit demand and the scale of demand of farmers in poverty-stricken areas,Guizhou and Inner Mongolia conducted field surveys and analyzed the practice and existing problems of poverty alleviation and microcredit in the two places through questionnaires and household interviews.Heckman's two-step method was used to analyze the impacts on poverty-stricken areas from two aspects:demand and demand scale On the basis of this,we use quantile regression model to analyze the impact of credit scale on the welfare of farmers.Through empirical analysis,the main conclusions of this paper are as follows:(1)The proportion of household's daily consumption expenditure and non-agricultural income is negatively related to the willingness of farmers,while the number of family members,whether there are long-term illness in the family,(2)There is a negative correlation between the land area and the scale of demand of farmers,and the degree of education,the size of fixed assets and the cognition of credit are positively correlated with the scale of demand of farmers(3)Microfinance has an impact on the welfare of high-income households but can not increase the welfare of low-and middle-income households.Based on the above empirical results,the use of poverty alleviation micro-loans needs to be adjusted accordingly,and different financial support strategies should be adopted according to the capabilities and needs of poor households.
