Since the implementation of China's reform and opening up policy,China has become the largest trading nation in the world from the initial opening of the special economic zone only,and the achievements of economic growth are obvious to all.However,opening up to the outside world is not just a smooth and sunny road.It also faces many uncertain risks and obstacles.On the one hand,under the open economic conditions,the financial crisis will change the economic environment at home and abroad,leading to the impact of global economic growth patterns,supply and demand relations,industrial division of labor cooperation,governance structure,and other development models,making domestic and international economic conditions tend to be weak.The added value,fiscal revenue,and taxation of domestic industrial companies will also be affected by the same degree.On the other hand,with the warming of trade protectionism,the counter-globalization trend of thought has continued to evolve and the trade war has become more intense.These reasons have led to the obstruction of the pace of China's opening to the outside world and slower economic growth.However,opening up to the outside world is a general trend,and historical practice has proved that no country can solve the economic problems it faces through trade protectionism.Openness is the source of economic growth and it is closed in a black box.A evasion can only lead to a loss.In the past,openness has brought about progress,and closure has certainly led to backwardness.At the same time,behind the rapid development of China's economy is the massive consumption of resources and the exacerbation of environmental pollution.The fact that the ecosystem has been degraded has become the core issue of China's socio-economic development.In this context,the Central Economic Work Conference will emphasize that “promoting high quality is the fundamental requirement for establishing development ideas,formulating economic policies,and implementing macro-control in the current and future periods” and identifying pollution governance as one of the three major challenges.On the other hand,the contradiction in our country at this stage has already translated into a new contradiction between the growing demands for a better life for the people and unbalanced development.Therefore,it is very necessary for China to change the mode of production,adjust backward production capacity,and improve economic quality.For the people to create a better life.Therefore,it is particularly important to study the opening up to the outside world and the improvement of regional economic quality.First of all,it can enrich the research on the improvement of economic quality.It can also systematically study the mechanism of opening-up to influence the improvement of economic quality.It has an important theoretical significance for in-depth study of opening up and the quality of economic research and obtained rich research results,which laid a solid foundation for the study of this article,but there are also Some shortages.Combing the relevant literature found that most scholars at home and abroad are researching the relationship between FDI,import trade,or export trade and economic growth.There is less to regard these three factors as a system to study,comprehensive study of opening to the outside world and regional economy.Quality improvement.In addition,while discussing openness to the outside world and economic growth,this article also explores the absorptive capacity and influencing factors of technology spillover effects,which are also relatively rare in the existing literature.Based on the above research background and existing research foundations,the capital input,labor input,gross domestic product(GDP),R&D(R&D)and human capital stock of 31 provinces in China during 2000-2016 were selected as sample data.First,DEA model is used to decompose total factor productivity(TFP)first,and then a panel regression model is established to study the effect of opening to the outside world on technical efficiency and technological progress.Finally,a model is established to explore the impact of openness on the overall TFP changes.At the same time,the impact of domestic human capital and R&D on the improvement of economic quality was compared.The results of the study showed that:First,export trade has a slight negative impact on TFP growth and technological progress.The main reason for this result is that China's export sector is not dependent on technological advances to increase productivity and the “crowding-out effect” of export trade.Second,FDI and import trade TFP growth and technological progress have a positive effect.And the effect of FDI on the growth of China's TFP and the promotion of technological progress is better than that of imports.This benefits from the diversity of spillover channels such as employee training,advanced management experience,high-tech,value-chain integrity,marketing skills,and branding included in FDI.Third,human capital and R&D have positive effects on TFP growth and technological progress.Because in regions with abundant human capital stocks,with the ability to innovate and absorb advanced technologies and new ideas,and human capital as a carrier for technological progress,its stock will directly impact the absorption of technological spillovers and re-innovation in developed countries..In addition,R&D has,to some extent,affected the progress of technology and the increase of technical efficiency.In the long run,human capital and R&D are the preferred paths for promoting technological progress.After analyzing the relationship between opening up and improving the quality of regional economic growth,the paper draws the following enlightenment: The key to realizing technological leap is to increase R&D investment.Therefore,China should encourage independent research and development activities to promote technological progress and form a unique technology in China.Advantages improve economic quality.Therefore,it is necessary to formulate reasonable incentive policies and direct element resources to sub-sectors with higher levels of scientific and technological content and productivity;the richness of human capital determines the technical capabilities of a country,and the research and development of advanced technologies and advanced products depends on high The quality of scientific research personnel also determines the production efficiency of advanced technologies applied to practice.Therefore,China needs to cultivate innovative research talents,improve the level of human capital and improve the training efficiency of scientists and engineers.Specific measures include intensifying efforts to cultivate innovative types.Talents,perfect human resources management system,and improve research management mechanisms;encourage corporate R&D and innovation,including the implementation of intellectual property rights protection policies and R&D subsidy policies.
