Study On Financial Subsidy For Agricultural Insurance In Yihuang County Of Jiangxi Province

Agricultural insurance plays a very important role in ensuring agricultural production.It not only can disperse the risk of agricultural production,but also minimize the losses caused by various disasters to farmers,so as to protect farmers' basic agricultural income.However,based on the main characteristics of agricultural insurance itself,such as high risk,high compensation and low income,the agricultural insurance can not be fully marketed,and it needs to be carried out smoothly on the basis of the government's financial subsidies.China clearly pointed out that we should speed up the development of agricultural insurance,enhance the premium subsidy of central and provincial governments in major grain crops,and gradually increase the level of insurance for rice,corn and wheat crop cultivation.Our country also encourages various forms of mutual insurance,standardizing the management of agricultural insurance risk reserves,and further constructing a mechanism of fiscal subsidy for the decentralized management of agricultural insurance.However,China's current agricultural insurance subsidies for the lack of relevant laws and regulations constraints,development model of financial support for agricultural insurance is still not mature,financial subsidies for agricultural insurance to play a role and enhance the efficiency of the market still need to test,all these problems by the community more and more attention.This paper mainly analyzes the development of agricultural insurance in Yihuang County,from the practice and experience of foreign development in the financial subsidies of agricultural insurance,combined with Yihuang County in terms of the current development of agricultural insurance subsidy issues,and actively explore suitable for the development of agricultural insurance yihuangxian mode of financial subsidies,improve agricultural insurance and effective the safeguard effects on agricultural production,promote agricultural production and farmers' income.We hope to ensure the steady development of agricultural insurance in Yihuang County,further optimize the agricultural insurance system of financial subsidies in Yihuang County,and promote the development of agriculture in Yihuang county.According to the survey,Yihuang agricultural insurance premium income was 28 million 951 thousand and 500 yuan in 2016,an increase of 10.85% over the previous year,of which 4 million 581 thousand and 600 yuan was paid by farmers,and 24 million 369 thousand and 900 yuan at all levels.The expenditure of compensation for agricultural insurance reached 16 million 829 thousand and 500 yuan,and the rate of compensation was 58.13%.Although Yihuang County agricultural insurance development has achieved certain results,financial subsidies for agricultural insurance can effectively promote the development of agricultural insurance in Yihuang County,but still in the supervision and management system,financial subsidy of agricultural insurance subsidy effect of agricultural insurance,financial subsidies,financial subsidies of agricultural insurance andagricultural insurance funds channels moral hazard problems,need to learn from the development experience at home and abroad,put forward the agricultural insurance subsidies Yihuang county fiscal policy recommendations,and promote the healthy development of agricultural insurance in Yihuang county.
