Research On Policy-oriented Agricultural Insurance Subsidies Problem In Shandong Province

Agriculture is the basic industry of national economy. Food production security is a key problem of agricultural production, which promote the healthy development of the economy and has the important role of maintaining social stability. Food production is influenced easily by natural condition, and often have loss in the process of production and operation because of natural disaster, so that agriculture is a natural weak industry.Shandong province is a big province of grain production in China, which is also one of the areas hit hardest by the natural disasters and disaster. In recent years, with increasing in agricultural production in our country,operation scale and the economic loss caused by natural disasters. Dispersing and dissolving the natural disaster risk in the process of agricultural production is a key problem to promote the development of agricultural production. Agricultural insurance is an important mean of agricultural production risk diversification, which effectively disperse the natural disaster risk in the process of agricultural production. Therefore, stable agricultural insurance in our province agricultural production activities, maintain the security of farmers’ life.Due to the effect of natural disasters, agricultural insurance has the characteristics of high risk, high loss rate, and high cost. Government financial subsidies play an irreplaceable role for promoting policy-related agricultural insurance development.Policy-oriented agricultural insurance enhances agricultural production and operation ability of fighting against natural disasters. The author analyses the efficiency of policy-oriented agricultural insurance subsidies. Results improve the system of policy-oriented agricultural insurance subsidies in Shandong province, promote the development of policy-related agricultural insurance management, give full play to the role of a stable agricultural economy development.The author reviewed the related theoretical analysis about agricultural insurance at home and abroad. Information asymmetry theory, welfare economics theory, public goodstheory, weak agricultural quality theory is the theory of the policy-oriented agricultural insurance subsidies theory basis. The author reviewed the development of policy-related agricultural insurance in Shandong province. The author analyses the system of policy-oriented agricultural insurance subsidies. Based on the system of policy-oriented agricultural insurance subsidies, the author DEA(data envelopment analysis) model to analyze efficiency of Shandong agricultural insurance subsidies. The authors point out that policy-oriented agricultural insurance subsidies system in Shandong province exist lower efficiency of fiscal subsidies. The cause of deficiency of comprehensive efficiency is low system efficiency. Finally, combined with the result of theoretical analysis, the author put forward reasonable policy agricultural insurance subsidies system improvement Suggestions. These Suggestions can maximize the efficiency of the policy-oriented agricultural insurance subsidies, realize government support anticipated target of the development of agriculture,increasing farmers’ income and promoting the sustainable development of agricultural economy.
