Research On Financial Subsidies For Our Country's Agricultural Insurance Under The New Situation

Since the year of 2007,China's agricultural insurance has started the experimental unit job of premium subsidies system which making a significant development of policy insurance,and China has become the world's second largest agricultural insurance market after the United States.To a large extent due to the government to give financial subsidies to play the “leverage effect”,the agriculture insurance has been made the rapid development.However,with the extensive implementation of the policy of financial subsidy for agricultural insurance,the problems are becoming increasingly prominent.It is of great practical significance to study the problems and countermeasures of financial subsidy of agricultural insurance in the new situation.Firstly,based on the description of the current situation and achievements of agricultural insurance in China,such as the continuous escalation of agricultural insurance,the expansion of insurance liability,the continuous growth of business scale and continuous improvement of supporting policies,this paper analyzes contradictions and problems that the unclear boundaries of agricultural insurance,weak of farmers insurance consciousness,business management is not standardized,poor insurance supervision and so on.Secondly,in view of the above situation and the problems,this article further analyzed the new request of China's agricultural insurance financial subsidies under the new situation.Thirdly,the policy objectives,implementation methods,responsibility sharing and supporting policies of foreign agricultural insurance financial subsidy should be considered.Finally,based on China's actual situation and foreign advanced experience,this paper puts forward some countermeasures and suggestions to optimize the financial subsidy of agricultural insurance in China,including constructing long-term mechanism of agricultural insurance financial subsidy,making the good preparations for doing agricultural insurance propaganda and disaster prevention and loss prevention,implementing the financial subsidy policy of agricultural insurance in combination of difference and diversification.
