At the G20 summit held on September 4-5,2016,in the face of the development trend of international economic cooperation,President Xi clearly stressed that the members of G20 should establish closer ties,especially to strengthen the coordination of macroeconomic policies,and they must cooperate in competition and win together in cooperation.International economic cooperation plays an important role in promoting the development of a country or region.International economic cooperation cannot be achieved without good world economic environment.It is also inseparable from the ability of a country or region in its own international economic cooperation.It needs to establish a complete set of evaluation indicators to reflect and evaluate a country's international economic cooperation capabilities.Previous scholars' research focuses mainly on:the concepts of capacity structure,national capacity,and country cooperation;the performance of some cooperative entities in international economic cooperation capabilities;The factors affecting international economic cooperation capabilities.However,there are few literature that directly study the connotation and measurement indicators of international economic cooperation capabilities.The purpose of this paper is to begin with the study of the connotation of international economic cooperation capabilities,construct a measure index system for international economic cooperation capabilities,and measure the ability of a country or region in international economic cooperation through scientific statistical methods.Firstly,this paper integrates the relevant research of previous literature,gives a definition of international economic cooperation capabilities on the basis of critical reference,and introduces the development trend of international economic cooperation and the status of China's participation in international economic cooperation.Secondly,through in-depth analysis of the factors influencing international economic cooperation capabilities,and on the basis of the results of previous studies of international economic cooperation capability evaluation indicators,the system is based on systematic,scientific,and effective principles and draws on the general construction of a measurement index system,the author selected the cooperative environment,economic opening,learning reserve as the three first-level indicators and the corresponding more than a dozen secondary indicators.Finally,The author Selected China,the United States,Canada,France,Britain,Spain,Germany,New Zealand,Australia,Ireland,South Korea,Japan,India,Indonesia,Russia,Vietnam,Thailand,Laos,Philippines,Kazakhstan,Kyrgyzstan,Brazil,Mexico.Kenya,Ethiopia,Sudan as 26 sample countries and used the principal component analysis method to measure the scores of these countries in the policy environment,economic opening,and exchange learning,and calculated the total score of these countries'international economic cooperation capabilities.Through comparative analysis of China's position and deficiencies in international economic cooperation,corresponding countermeasures and suggestions are proposed.
