The Practice Of Negative List System In China

China has set about popularizing Negative Lists management mode nationwide since Shanghai Municipal Government enacted the first Negative List in Shanghai pilot Free Trade Zone in September.2013.The Negative List System has been fully implementing on a national scale by the government of China in this year.The Negative List System will help build a fair competition environment for the foreign capital enterprise and Domestic enterprises,which will raise the level of opening to the outside world.Shanghai pilot Free Trade Zone was China's first experimental field of the Negative List management system,which has accumulated a lot of useful experience.The useful experiences is promoting nationwide.Now Shanghai Pilot FTA is planning to upgrade to a Free Trade Port Area.The Negative List System is shaping the China's foreign capital management system.However,there are many existing problems about China's Negative List System.All of these questions are worthy of attention.The article analyzes current situation and existing problems of China's Negative List System.Then this article takes the example of the Negative List System of shanghai Pilot FTA to explain its useful experience.At last,the paper puts forward some recommendations on how to improve China's Negative List System base on the analysis above.This paper is divided into 6 chapters.Chapter one is the introduction.It introduces the research background and signification firstly.In the literature review,the author analyzed the concept and essence of Negative List,the useful experience of Foreign Negative List System,the Negative List System of shanghaiPilot FTA and how to improve China's Negative List System.At end of this chapter,it introduces the research method,the idea of this paper,the innovation and deficiencies of the article.Chapter two introduces the basic contend of the Negative List System,including the concept and essence of Negative List,the form and historical evolution of Negative List.Chapter three analyze the background,the current situation and existing problems of China's Negative List System.In the fourth Chapter,the author introduces the Negative List System of Shanghai Pilot FTA,including the basic content,current situation,and useful experience of the Negative List System of Shanghai Pilot FTA.The fifth chapter puts forward some recommendations on how to improve China's Negative List System base on the analyse above.The sixth chapter is the main conclusion of this paper.
