A Case Study Of The System Of Negative List In Chinese Pilot Free Trade Zone

With the increasingly growing of China's foreign economy,the economic contribution of foreign investment accounts for the proportion of China's economy is more and more big as foreign investment has created job opportunities and industrial production are increasing year by year.Therefore,set a efficient and stable investment criteria present international consensus and the urgent need of domestic area.The strategy of “Belt and Road”requires that our country must develop highly liberalized rules of trade and investment as soon as possible.While China has always implemented the strict examination and approval system to access its market.In order to achieve the goal of all-round opening to the outside world,our country has set up 11 free trade areas and has formed an open pattern that includes both coastal and inland by 2017.Admittance of foreign capital and free trade area is under the guideline of negative inventory management mode.Foreign investment access negative inventory management system is not only the efficient tools to passively accept foreign highly liberalization,but also comprehensively deepen reform in our country,the comprehensive opening to the outside world,and the only way for all the strategic implementation of neighbourhood.This article mainly discusses the negative inventory management system from five parts: first of all,discuss the background and significance of negative listing.Second,review the theory basis of negative listing system since the its implementation and draw on significant experience to solve existing problems.Third,part put forward,combined with foreign advanced experience and,finally,take Chongqing as an example to put forward better solutions of managing foreign businesses under the principle of negative list system,including attaches great importance to the negative list of legal status;improves the supporting system of local laws;clarifies local legal responsibility and the negative list management mode of local government;accelerates the transformation of local government functions.
