The 19th National Congress of the Communist party of China put forward the goal of "two one hundred years",which is to build a well-off society in an all-round way in 2020 and strive for fifteen years to achieve socialist modernization.By the middle of this century,China has become a great modern socialist country that is prosperous,strong,democratic,culturally advanced,harmonious and beautiful.The difficulty of building our country into a socialist modern power is the most difficult point in the countryside.The difficulty of fighting poverty is the increase of farmers' income,and the transfer of agricultural population to the city is one of the important means to improve the farmers'income.Hubei province is a large agricultural province located in the central of China.It has abundant agricultural labor resources and agricultural population transfer has certain relative advantages.By the end of 2016,there was the total population of 59 million in Hubei,of which 31 million were in the countryside and 15 million were agricultural labor.The transfer of Hubei's agricultural labor plays an important role in Hubei's fight against poverty.Therefore,the study of factors affecting the transfer of agricultural manpower in Hubei is important practical significance.Under the guidance of the principle of economics theory with practice,this paper tries to study the factors affecting the transfer of agricultural manpower in Hubei,so as to promote the rational transfer of agricultural labor in Hubei.First of all,this paper systematically analyzes the research status in the field at domestic and abroad,studies and defines the concepts of agricultural population,rural labor force,agricultural labor force,agricultural surplus labor and agricultural labor force transfer,which provides the basis for the later research of the paper.Secondly,through the understanding of the history and present situation of the transfer of agricultural labor in Hubei Province,and the analysis of the characteristics of the transfer of agricultural labor in Hubei Province,the main problems in the process of the transfer of agricultural labor in Hubei province are preliminarily obtained.Thirdly,in the framework of Lewis's the Dualistic economic theory and the Todaro model,combined with the actual situation,a theoretical analysis is made on the transfer of agricultural labor force.Finally,on the basis of the theoretical analysis results and the actual situation in Hubei Province,this paper makes a qualitative analysis on the causes of the agricultural population transfer in Hubei Province,and tests the main factors that affect the transfer of agricultural labor in Hubei province through empirical research.The results show that the income gap between urban and rural and primary school graduates is the most important reason for the transfer of agricultural labor in Hubei province;in addition,the proportion of the agricultural added value to the proportion of GDP and the urban unemployment rate have an important influence on the transfer of agricultural labor in Hubei Province,while the influence of the urbanization rate and the per capita sown area of the agricultural labor force on the transfer of agricultural labor in Hubei province is relatively small reason.According to the research results,the corresponding countermeasures and suggestions are put forward.We should deepen institutional reform,establish a unified labor market in Hubei,reform land and household registration system,and improve public service and social security system.Increase investment in rural education in Hubei and improve the quality of migrant workers.We should develop the urban economy and improve the employment environment for migrant workers.
