Local Government Behavior's Change Of Industry Poverty Alleviation

China's poverty alleviation and development is dominated by industrial poverty alleviation and social security.Social security is a kind of relief aid that the state implements in the form of social security for extremely impoverished people who are unable to work.Social security could only maintain the minimum living for the poor.Now,the majority of the poor depends on the industry poverty alleviation.Industrial Poverty alleviation promotes the economic and income of the poor through industrial development,which could help the poor to seek a sustainable development path and endow them with the ability of develop.However,the industrial poverty alleviation of the past had the problem which made the richer and the rich,the poorer the poor.The agricultural funds issued by the country have not been used by farmers who are really poor,but which captured by corporate capital and elites in rural areas,deviating from the original intention of the country's poverty alleviation and development.Our country proposed "Accurate poverty alleviation",which pays more attention to the active role of local governments in industrial poverty alleviation.The local government nurture and guide market entities to enhanced the impoverishment and science of industrial development.This article used qualitative research methods describing the case of "Lan Xian"local government guiding capital to increase income and analyzed the different action strategies adopted by the local government in the process of capital going to the countryside,including the reason behind this differential behavior.The study believes that before the "precision poverty alleviation",the local government adopted the traditional industrial poverty alleviation,by means of creating "model villages" to cope with the inspections of higher levels of government and the state's poverty alleviation tasks,the traditional industrial poverty alleviation has widened the gap between "model village" and "weak village" and Intensified social contradictions and instability of the countryside.So our country proposed "Accurate poverty alleviation" requiring local governments to pay more attention to the accuracy of the objects and measures.At the same time,a rationalized administrative system has been designed to ensure the implementation of "precise poverty alleviation "Lan Xian" local government in a new round of industrial poverty alleviation has established a development plan that promotes poverty alleviation and the development of a system to build a characteristic industrial system,continuously constructing of the new industrial poverty alleviation system.The author believes that the local governments in the promotion the new industrial poverty alleviation both facing a set of constraint frameworks and using macro policy environment and development environment,It is neither a traditional manufacturer type operator nor a helper or a predator,but a manager who could coordinate various resources and mechanisms.
