Participatory Poverty Alleviation: Local Government Projects To Support Poverty And Countermeasures

The current poverty alleviation of local government is one of the major development problems faced for the local government especially in the Midwest region of China,which is also the objective requirement of the comprehensive modernization for Chinese society.One of the extrusive problems in current local poverty alleviation is the disannexation between the government’s policy intentions and the actual needs of farmers,in other words,the policy of poverty alleviation characterized by the government’s macro planning,neglected the farmers’ micro actual demand.This paper uses the fieldwork method and empirical analysis of the specific case for poverty alleviation,discovered the prominent problems in the current project of poverty alleviation displays: for the government,the grassroots administrative staffs affected by the achievement of the GDP oriented,ignored the farmers’ demand,pursued the purpose of "the digital is king","the record gets officer";Under the system of tax distribution,the local government’s "economic man" position,in pursuit of local fiscal balance and access to resources as the goal,at the same time is appearing with the "suspended" local government,which contributed to the government that is blind to the farmers demand situation.For the farmers,poor farmers lacked of individual human capital level of development,made them in a weak position and marginalized situation that can’t docking resources input for poverty alleviation in the process of modernization;Currently,the development of rural grassroots autonomous organizations was weak,the increasing trend of poor farmers’ atomization was obvious,which made them unable to express their interests through collective ways.Because all the above reasons,there is a gap between the actual efficacy and the expected effect about the poverty alleviation.According to the fact that the government’s intentions showed obviously and the demands of the farmers ignored completely.this article put forward a kind of role transformation mechanism with the farmers participate in the projects of the poverty alleviation,which based on promoting the villagers’ autonomy at the local level,strengthening the construction of grassroots autonomous organizations and realizing the democracy at the grassroots level.The role transformation mechanism mainly including that the poor farmers individuals become the main participants of poverty alleviation project,that grass-roots government from the leader become into the auxiliary of the project implementation,and that make the poor individuals become both recipients and participation and practitioners of the poverty alleviation project,to realize the docking between the main body of resources and poor individuals(the central government and farmers).Through establishment of the role of transformation mechanism,to make up for the deficiency existing in the current project operation mechanism for poverty alleviation.
