At present,China is in the period of rapid urbanization.The perfect infrastructure,medical and health care,education and employment conditions in cities attract a large number of rural people to flow into the cities.The number of rural permanent residents is becoming smaller and smaller,resulting in the rising "idle rate" of residential land,and the increasingly serious "hollowing" phenomenon of rural villages,which seriously affects the subsequent rural land planning and construction,and makes the rural areas lack of vitality.At the same time,the imperfection of the homestead management system lags behind the actual needs,and has also buried many hidden dangers for the subsequent chaos of homestead management,such as "one household with multiple houses",the excessive area of homestead,and the occupation of homestead by non-collective economic organizations.To solve the above problems,the pilot work of homestead system reform began in 2013.However,in the process of reform,the problem of "one family with multiple houses" is more prominent and complicated,and it is difficult to resolve.Therefore,this paper studies and analyzes the causes and countermeasures of the problem of "one household with multiple houses" in rural homestead,which will help to optimize the allocation of homestead resources and promote the pilot work of homestead reform.This paper selects Ninggu Town,Pingyao County,as the research area,based on the descriptive analysis of the current situation of its homestead utilization,taking the location theory and demand hierarchy theory as the theoretical basis,focusing on the basic characteristics of farmers,homestead characteristics and household head cognition,using the methods of literature research,econometrics research,etc.,with the help of stata16 and SPSS27.0 statistical software,By establishing a binomial logit model to carry out regression analysis on the influencing factors of local "one household with multiple houses",to provide reference for the pilot work of homestead reform in the whole town and even the whole county.The research results show that the current situation of rural homestead in the study area has the following problems: the problems left over by the history of homestead are relatively common,"more than one household" is relatively common,the area of homestead exceeds the standard seriously,and there are also the phenomena of non-members of the collective economic organization occupying homestead and building houses illegally and illegally.After carrying out logit regression analysis on the influencing factors of the cause of the problem of "one household with multiple houses" in the study area,the results show that the age of the head of household,whether the head of household has served as a member of the two committees and his close relatives,the age of building,the degree of understanding of the "one household with one house" policy and the decline of housing satisfaction will promote the occurrence of "one household with multiple houses" behavior;The increase of the total family population,the per capita annual income of the family,and the area of the homestead will promote the occurrence of "one family with multiple houses".Based on the results of quantitative analysis and the actual situation of the study area,the following suggestions are put forward.First,strengthen policy publicity through various forms;Second,formulate and improve the implementation plan for the paid use of homestead;The third is to formulate the solution plan of "one family with multiple houses" based on the housing policy;Fourth,prepare the village plan with high recognition of farmers;Fifthly,establish the rural homestead transfer and lease market;Sixth,give full play to the exemplary role of rural elites.
