On February 1,2013,the State Council issued the "Some Opinions of the Central Committee of the Chinese Communist Party and the State Council on Accelerating the Development of Modern Agriculture and Further Enhancing the Vitality of Rural Development." It is proposed that the registration and certification of rural land rights should be fully carried out.China will spend 20 years in 2018.The year will fully end rural land ownership.It is necessary to fully solve problems left over by history,such as the problem of unclear land plots for contracted farmer households and inaccurate area of contracted land.At the same time,it is necessary to carry out a survey of cadastral collective ownership of rural collective land and the right to use rural construction land,and governments at all levels must complete the registration of certification of farmland rights as soon as possible within the prescribed time limit.In the Central Document No.1 in 2015,the Central Government also put forward more detailed and more standardized requirements for the implementation of the certification of agricultural land registration and certification,and further expanded the experimental scope of farmland rights verification.In summary,the central government's important measures to solve the "three rural issues" in China are the development of rural land contractual management rights,the institutionalization of rural land contractual management rights,and the stability of rural land relations.This work is The effective basis for safeguarding farmers' right to land income rights has a far-reaching impact on comprehensively deepening the reform of the agricultural system at this stage.On May 26,2015,President Xi made important instructions on land transfer.He emphasized that land transfer and a variety of scales operations are the only way to develop modern agriculture and the basic direction of rural reform.The transfer of rural land is conducive to achieving large-scale agricultural operations and improving labor productivity.It is conducive to promoting the development and application of new types of agricultural technology,and is conducive to ensuring food production security and the supply of major agricultural products,and is conducive to increasing land value and farmers' income.This paper studies the land transfer of rural households under the background of landownership rights as the entry point,selects the farmers' willingness as the starting point,and analyzes the impact mechanism of land ownership on land transfer through field research.This article is divided into six chapters.The first chapter is the introduction,including the research background,research significance,domestic and foreign research report,research methods and technical routes,as well as innovation and insufficiency.The second is the introduction of relevant concepts and theories.It defines the concepts of rural land,rural land ownership,rural land circulation,and the separation of powers,and elaborates on property rights theory,land rent theory,and economies of scale theory.The third is to introduce the overview of land rights at the current stage,the introduction of land circulation,and a brief introduction to the study area.The fourth is to describe the sample's description,and describe the specific situation of the sample from the individual characteristics of the sample,family ambiguity,knowledge of property rights,whether the right is confirmed,and the perception of the right and policy.The fifth is the empirical study of the impact of land ownership on the willingness to transfer land,including the selection of variables and models,and the regression analysis and interpretation based on the logistic model.Sixth,discussions and suggestions,discuss the results of the analysis and provide suggestions for accelerating land circulation in the context of land ownership.
