Research On Mechanism Of Land Bank Based On The Relationship Between Land Circulation Value And Rural Land Transference

The land problem is the basic problem of China's "three rural issues". The land system is the most basic system in rural China. Since late 1970s, the family contracting, household output-related system is the basic management system of agriculture in our country. The family contracted responsibility system ensured farmers'income, stabilized the rural economic superiority of rural economic development, therefore, it plays a positive role in agricultural economy, and it is really a great creation in agricultural production practice. But facing the changing of rural economic structure, policy environment and regional development level, the original land under the old system of production and business operation mode also began to expose serious defects. On the condition that farmer contracted land for 30 years, the rigid system of rural collective land and the pattern of small-scale, decentralization of land management under the " JunTian" contract have hampered the perfection and innovation of rural land system below new economic situation. In this case, the circulation of the contractual right of rural land becomes the inevitably choice of remedying rural Land System's defects, adapting to the request for rural advanced productive forces.As the energetically explore and pushing of country in policy level, various forms to land circulation has been putting into effect on a national scale. Practice shows that the land circulation has not only solved the negative problem of old system, but also improved the efficiency in the use of land resources, it brought about a good development in modern agriculture. But there are also many unfavorable factor which hindered the development of land circulation. Such as the attachment to the land of farmers, local governments'understanding in space of land circulation and scale operation, low price in land circulation leading to a low effective circulation interest, faultiness of our land circulation market, and the government intervention in transfer process damaging the legitimate rights of farmers, all these reasons give rise to the inefficacy of land circulation. Meanwhile, numerous phenomenon shows that it is necessary for us to build an actual mechanism to guide the rural land circulation correctly."Land bank", because of its integrity function of communication, adjusting supply and demand, value realization, financing accommodation, it could be a reasonable and effective solution to solve the efficiency problem of rural land circulation caused by low value of land circulation. According to the principle of market mechanism, "land bank" bases on the reasonably price of the land circulation, effectively allocate the land resource by adjusting the market supply and demand to make limited resources flowed from low efficiency to high efficiency, in order to achieve the real value of rural land, and also to make agricultural growth and farmers increase possible. In addition, the rural "land bank" we advocate to set up will also have the function of land consolidation and development, land financial business. Except for promoting and encouraging land circulation, rural "land bank" can also provide enough financial support for agricultural development. Therefore, as the guide of rural land circulation innovation mechanism, by organically combining the fund and land, this new type of multifunctional "land bank" must be the inevitable trend of the development of our country land circulation market.Through the review of literature,the author used methods of theoretical analysis, summary and reference analysis, and a part of empirical analysis, based on the relevant theory of farmers'behaviour, economics and so on. By combining with the current situation of land conversion, starting from the benefit main body of land circulation--farmer, this article analyses the relationship between the land circulation value and rural land transfer, puts forward the real puzzle that land circulation price restricted the progress of land circulation. Then, through the necessity analysis of relationship about land circulation and "land bank", also with the revelation of foreign experiences in "land bank", the author puts the practice of "land bank" which is suitable to China's national conditions by working on land circulation price and land circulation value at the same time. After explaining the operation principle of rural "land bank ", the author presents relative policy suggestions in the last part of the paper.The innovation of this paper, firstly, is the research perspective. The author focused on the benefit main body of land circulation--farmer, from the view of farmers'land supply and demand, analysed the intention and behaviour of farmer. This kind of innovation perspective which researches on microcosmic entity can make land circulation in more practical and more realistic foundation. Secondly, in the process of writing articles, the author found, the studies on "land bank" both at home and abroad shows that most of them are limited in strategic vision and prospect, they rarely attempt to combine "land bank" with the current situation of our rural land, it is no good to the research of "land bank" in rural practice either. So in this paper, the author attempts to put forward a practice of "land bank" which is suitable to China's national conditions, try to help administers and executors who may work for "land bank" make reliablet decisions which is full of theoretical significance and practical value. The deficiency of this paper, the survey data is not representative enough, and it is not well collected. In the area of theoretical analysis, due to the limited ability of author, and lacking of the understanding of rural problems, my article is not deep enough. Hoping that all my teachers can point mistakes out and give me correct guidance.
