Research On The Ecological Compensation Mechanism Of Mineral Resources Development In Qinghai In The Field Of Economic Law

Mineral resources are the material basis for the survival and development of human society.This material foundation provides a reliable guarantee for the development of human material civilization and spiritual civilization.But with the continuous development of economy and science and technology,and the excessive expansion of population,The development and utilization of mineral resources appeared unrestrained and so on,these behaviors of human beings will undoubtedly challenge sustainable development and ecological environment.This makes us have to face this objective fact and make rational thinking.It is based on the above considerations,this paper adopts literature research,comparative analysis and other methods.The experience and Enlightenment of foreign mineral resources development compensation are analyzed.Combined with the development and compensation of mineral resources in Qinghai area,to construct the compensation mechanism for the exploitation of mineral resources in Qinghai,the purpose is to develop and utilize mineral resources rationally and promote the sustainable development of local economy and society.The train of thought and structure of this research are mainly divided into four parts:The first part is to clarify the background,method,basic idea,purpose and significance of this research,and summarize the related research status at home and abroad.The second part: the theoretical research of this study is mainly the theory of ecosystem service,the theory of externality,the theory of public goods,the theory of property right and the theory of sustainable development,as well as the basis of economic law,which provides theoretical support for this study.The third part: Taking the United States,Britain and Germany as examples,this paper analyzes the experiences and practices of mineral resources development compensation in developed countries.These experiences enlighten us that the construction of the ecological compensation mechanism is dominated by the government,the market is the key,the law is the foundation,and the restraint mechanism is the guarantee.The fourth part: Based on the above theoretical analysis and practical experience abroad,based on the actual situation in Qinghai,we try to construct the compensation mechanism for the exploitation of mineral resources in Qinghai,and provide theoretical support and practical reference for the establishment and improvement of the ecological compensation mechanism and the effective exploitation and utilization of mineral resources in Qinghai.
