With the development of global economy, the level of economic and trade cooperation between China and Mongolia continues to increase, and the trade volume shows a steady upward trend. The development prospects are very broad.Development of bilateral trade between China and Mongolia is not only conducive to driving the further development of the Mongolian economy, but also promote the development of China's economy. The cost of trade is a factor that cannot be ignored in bilateral trade, and it seriously affects the development of bilateral trade. Therefore, systematically researching the bilateral trade costs of China and Mongolia and its influencing factors has an important role to play in strengthening the development of bilateral trade between China and Mongolia and boosting the economic growth of the two countries. This article briefly summarizes the related theories of trade costs, which lays a theoretical foundation for subsequent research;then it analyzes the scale and structure of trade between China and Mongolia;based on the improved trade gravitation model and its multiple regression analysis model, the bilateral trade costs of China and Mongolia and their influencing factors are measured. The results of the study show that the degree of dependence on foreign trade has the most significant impact on trade costs, followed by distance, common language, accession to the WTO,the difference in per capita GDP,and the number of high-level mutual visits between the two sides. In addition, the distance has a positive correlation with the impact on trade costs, while the others have a negative effect on trade costs. This paper proposes the following suggestions from the national level for the further development of Sino-Mongolian trade, which are to strengthen the local government cooperation, create a favorable border trade development environment, strengthen the infrastructure construction, improve service efficiency and trade commodity structure;expand the types of trade cooperation;and strive to build a humanistic trade environment;from the perspective of Inner Mongolia:strengthen the construction of infrastructure, set up border mutual market trade zones, change the structure of foreign trade, vigorously develop cross-border tourism to promote multilateral cultural exchanges cooperation.
