At present,China is paying more and more attention to innovation.The R&D investment of innovation is increasing year by year.The R&D investment reaches 1.58 trillion by 2016,accounting for 2.11% of GDP.At the national science and technology conference in January 2018,it is expected that the R&D investment will reach 1.76 trillion in 2017,accounting for 2.15% of GDP.However,it is not enough to promote the further development of innovation by increasing the investment in innovation and R&D,the performance of innovation should be constantly improved.Therefore,by evaluating the performance of regional innovation system,we can understand the current situation of regional innovation system,clarify its insufficient in the process of innovation,which is conducive to the further development in the future,and better drive to further improve the regional innovation capability.In the evaluation process of innovation performance,the differences in such aspects as resources are not taken into account in the evaluation process,which leads to the deviation of the evaluation result.In addition,the evaluation is usually a static process that leads to a lack of vertical comparison of innovation performance.Based on this,the article puts forward the dynamic NSBM innovation evaluation model considering heterogeneity of DMUs.We consider the resource difference between innovation system in this model,and introduce the stock of knowledge as a carry-over variable to the model.The evaluation result of this model is more accurate,and can be longitudinal comparison.Then,we firstly measure the stock of knowledge of 31 provinces during the period 2010-2014 in China.And then,we evaluate the innovation performance of 31 provinces during the period 2011-2015 in China using the evaluation model.Finally,we analyze results from the perspective of the multiple time performance,stage performance and period performance.The results show that the regional innovation systems have improved performance,on the whole,the regional innovation system's innovation performance is gradually decreasing from the east to the west,and the characteristics of the regional innovation system's performance declined between 2011 and 2015.
