Study On The Effect Of Fiscal Expenditure On Agricultural Total Factor Productivity In China

Agriculture,as the basic industry of national economy,is the prerequisite for the sustained and stable development of secondary or tertiary industry,while the scarcity of economic resources and environmental constraints determine that its development should rely more on the improvement of factor productivity rather than the unlimited expansion of the factor input.Therefore,improving agricultural TFP is the key to enhancing the comprehensive strength of agriculture,at the same time,the agriculture belongs to the public product,has the weak qualitative characteristic,this decided that the agriculture development cannot leave the national financial support,therefore this article will finance agriculture and agriculture TFP.The first half by adopting the combination of qualitative and quantitative methods,analysis theory and the present situation and problems of agricultural financial subsidies,makes an empirical analysis,the second half of the 2000-2016 panel data related to China's agriculture,measuring the agricultural TFP,establish regression model,the analysis of the effect of financial support agriculture TFP to agriculture.The research shows that,first of all,although the absolute total amount of financial support for agriculture and rural areas in China is increasing year by year,its proportion of total fiscal expenditure is low,less than 10%,and its growth fluctuation range is large;The contribution of financial support to agricultural GDP is also increasing year by year,and its depth is expanding;The proportion of financial support to agriculture is not reasonable,especially the expenditure on agricultural infrastructure and agricultural science and technology is low and declining,Secondly,China's agricultural TFP is declining,mainly affected by the progress of agricultural technology,In terms of space,the annual growth rate of TFP of eastern agriculture is positive,which is represented by the increase of agricultural TFP,while that of central and western agriculture is represented by the decline,Finally,finance support agriculture can significantly promote the TFP growth in agriculture,1% increase financial support agriculture,agricultural TFP will increase by 0.005%,the impact effect,mainly from the agricultural technology progress and the agricultural technology efficiency effect didn't get to play,in the control variable,agriculture human capital,level of agricultural capitalization as well as the degree of opening to the outside world and agriculture TFP,Tech agriculture,agricultural Eff was positively to the relationship,and the urbanization level Rural engel coefficient have a negative effect.Finally,the paper puts forward the suggestion of financial supporting agriculture from the total amount,structure,supervision and evaluation system.
