Since the 18 th National Congress first established the well-off society in 2020 as the primary goal,poverty alleviation has entered a crucial stage,and the western region has become the "main battlefield" for poverty alleviation in the context of "great poverty alleviation." Guizhou Province is located in the hinterland of southwest China.There are many hills and hills.The rocky desertification is serious and the geological disasters are frequent.The objective environment has caused the real dilemma of high proportion,deep degree and wide distribution of local poverty.The rural poor in Guizhou account for the majority of the total poor,and the rural poverty is deep.Therefore,the focus of poverty reduction in Guizhou Province should be to promote rural populations to alleviate poverty and reduce the incidence of rural poverty.In the process of poverty alleviation in rural areas,the government's fiscal support for agriculture is an effective way for poor farmers to get rid of poverty,and it is also an important guarantee for China to achieve the goal of poverty alleviation.Based on the panel data of fiscal expenditures and agricultural expenditures in Guizhou Province from 2011 to 2017,this paper studies the rural poverty alleviation effect of Guizhou's fiscal support for agriculture.Among them,this paper mainly uses the spatial measurement method to study the rural poverty alleviation effect of the total financial expenditure of agriculture in Guizhou Province,and measures the spatial relationship between the total financial expenditure of agriculture and the incidence of poverty in Guizhou Province.At the same time,the panel model was used to study the rural poverty alleviation effects of various subprojects in Guizhou Province.The following conclusions are drawn:Firstly,there is spatial positive autocorrelation between the financial expenditure intensity of rural agriculture and the incidence of rural poverty in various cities of Guizhou Province,and it presents thespatial clustering characteristics of H-H and L-L distribution.Secondly,the spatial lag panel(SLM)quantitative regression shows that the incidence of rural poverty has a significant spatial spillover effect.The decline in the incidence of rural poverty in neighboring cities will lead to a decline in the incidence of rural poverty.The strength of financial support for agriculture,the level of farmers' income,the level of rural economic development,and the level of infrastructure have a negative impact on the incidence of rural poverty,and have a role in poverty reduction.The level of rural labor input does not have the effect of reducing poverty.Thirdly,in the study of rural poverty alleviation effects of various subprojects of fiscal support for agriculture,it was found that agricultural expenditures and forestry expenditures,inclusive financial development expenditures and rural poverty incidence rates were all inversely related,but the statistical results were not significant.Water conservancy expenditures and poverty alleviation expenditures have the effect of reducing poverty.Increasing water conservancy expenditures and poverty alleviation expenditures can all reduce the incidence of rural poverty,and the poverty reduction effect of poverty alleviation expenditures is most obvious in several subprojects.The comprehensive development expenditure of agriculture and the comprehensive reform of rural areas have no significant effect on poverty reduction,and even have a slight hindrance to poverty reduction.Based on the above conclusions,this paper proposes the following policy recommendations: Increase the total amount of financial support for agriculture;Attach importance to and play the role of spatial spillover effects;Rationally optimize the structure of financial support for agriculture;Adjusting the internal structure of each item in fiscal expenditure on agriculture;Strengthen farmers' "hematopoietic" ability and promote the sustainable development of rural economy.
