With the increasing losses of banking industry caused by non-compliance,the banking industry both at home and abroad has gradually realized the importance of compliance risk management and regulation has also started to promote compliance risk management.Ningbo is often regarded as a pilot city for financial policies.Some regulatory requirements for branches under the supervision of Ningbo often go ahead of the HF headquarters.As one of the few local foreign banks,HF Bank Ningbo Branch follows the regulatory changes of local regulators and builds an efficient Compliance risk management mechanism to promote the development of business compliance and stability has become an important issue.Through the application research on the compliance management mechanism of Ningbo Branch of HF Bank,the specific problems existing in the mechanism construction of Ningbo Branch are solved.It is both important and necessary to study the compliance risk management of local banks in foreign banks.This article combines comprehensive risk management,internal control,commercial bank compliance risk management and other relevant theories,and describes the meaning of compliance risk management of commercial banks and the characteristics and models of foreign banks' compliance risk management;The object of behavior research,conducted an in-depth analysis of the status quo of the compliance risk management of HF Bank Ningbo Branch,the current problems,and the causes of these problems;through the study of issues arising from the construction of the HF Bank Ningbo Branch Compliance Risk Management System.The experience of domestic and foreign bank compliance risk management put forward optimization proposals for compliance risk management of HF Bank Ningbo Branch.Through the above research,the main conclusions of this paper are as follows:1.In order to have a deeper understanding of compliance risk management,the author elaborates on its connotation,characteristics and other risks.Analyzed the foreign research on the compliance risk management of commercial banks in terms of compliance management mode and quantitative model,etc.Domestic research has also gradually deepened and compliance risk management has been considered as an independent risk management activity of banks.2.By analyzing and summarizing the relevant theories and management features of commercial banks' compliance risk management,this paper analyzes four goals,eight elements of the comprehensive risk management theory,the core system of internal control theory,the connotation of the compliance risk management of commercial banks,Foreign banks compliance risk management approach was studied.3.Through the analysis of the status quo of HF Bank Ningbo Branch,the following problems and causes were found in the compliance risk management process of the HF Bank Ningbo Branch: First,the incomplete adaptability of the compliance risk management of foreign-funded commercial banks and the local environment.The reason is that the compliance risk management approach has not been adapted to local conditions;second,there is no compliance culture philosophy that is based on everyone's compliance.The main reason is the lack of a compliance culture;third,it still remains in the management of reactive events.The main reason is that The regulatory risk management system is not process-oriented.Fourth,the organizational structure is not perfect.The main reason is that the human resources of the Compliance Department of the Branch is insufficient.Fifth,the latest developments and requirements of the head office and external supervision cannot be timely and effectively understood,mainly because the branches The Compliance Management Department lacks awareness of active communication with the head office and the supervisory and administrative department.4.Based on the empirical analysis and the findings of the research on bank-based compliance risk management at home and abroad.This article proposes five recommendations for compliance risk management of Ningbo Branch of HF Bank from adapting to the local compliance risk management environment,compliance culture,compliance system,manpower,maintaining active communication with head office and supervision.
