The Level Of Green Development And Pathway In Restricted Area

The green development level of the restricted development area is a key research issue in the key functional area strategy.However,as an important part of the restricted development area,the ecological limited development area plays a key role in maintaining regional sustainable development and ecosystem security.These regions are relatively economically poor and ecologically sensitive,not suitable for large-scale development and construction.And they are mainly used to repair and improve ecological functions.These researches of ecological function area,levels of green development and study of the impact mechanisms on regional economic restrict the development,are of great significance to the sustainable development of society and ecology.The paper selects the key ecological function zone in Jilin Province,an important part of eco-constrained development zone in Northeast China as the researched area.And the paper builds a differentiated green development index system from green economy,green ecology and green society.The comprehensive development of the green development level of key ecological function areas in Jilin Province was analyzed using the entropy-TOPSIS evaluation method at the three levels from 2005 to 2015 year.The differences in the spatial distribution pattern of the various aspects of green development were analyzed.The obstacle model was used to explore its influencing factors.Finally,corresponding policy recommendations were put forward based on the development difficulties of ecologically-restricted areas.The green development level of key ecological function areas in Jilin Province was measured.The results showed that: the level of green development in key ecological function areas in Jilin Province was generally at a low level in the past 11 years.And the results showed a continuous decline trend.Judging from the average development assessment of each county and city,green economy development is higher than green ecological development,and ecological development is higher than green social development.From a specific point of view,from 2005 to 2015 year,the level of green ecological development increased firstly and then decreased.The level of green economy development was relatively high,and showing a decreasing trend overall;the development of green society also showed a downward trend.The analysis of the obstacles to the green development level of the key ecological function areas in Jilin Province were diagnosed and conducted.And it gets the main obstacles to the indicators in the criteria layer and indicators in the indicators were obtained.From 2005 to 2015 year,the obstacles that have constrained the development of the green system have evolved from the ecosystem to the economic system,and then it turns to the social system;there are obvious differences in the barriers that affect the level of green development in each county.The tobit regression results show that: The compactness has a significant positive correlation with the level of green development.The government's self-development ability and the urbanization rate is significantly negatively correlated with the level of green development.The coupling and coordinated development of the three systems of the economy-ecology-society is further analyzed.The results show that the development of the economy-ecology-society systems was highly coupled during the 11 years,but it maintained a slight downward trend.As a whole,the interaction between the economy,ecology,and society has weakened in key ecological function areas in Jilin Province.The closeness of the mutual dependence has been reduced between the three systems.But the reduction effect is not obvious.By calculating the value of coordinated development,the results are all above 0.5.And the level of coordination is from reluctant coordination to high-quality coordination.Overall,it is at a medium level.There is no misalignment type area.Coupling and coordinated development of most counties and cities is in a coordinated stage.Based on this,the types of development are summarized key ecological function areas in Jilin Province,which can be divided into the types of ecological protection lagging behind,the types of economic development lagging behind,the types of social development lagging behind,the types of eco-society double lagging development,and the ecology-Economical double-lag type.Key ecological function areas in Jilin Province have many problems such as un prominent industries,low quality of urbanization,prominent contradiction between development and protection,and imperfect infrastructure,etc.It is necessary to strengthen the development of forest eco-tourism,develop regional special industries,improve the benefit compensation mechanism,and strengthen the construction of basic service facilities.
