The party's "19th National Congress" raised the construction of ecological civilization to the height of the millennium that concerns the Chinese nation's sustainable development and proposed to establish a market-based and diversified ecological compensation mechanism.The construction of the capital water conservation function area and the ecological environment supporting area will raise higher requirements for the development of Zhangjiakou area.Zhangjiakou is in the poverty belt around Beijing and Tianjin,facing the dual task of getting rid of poverty and ecological construction.Based on the view of realizing green development,this paper discusses the ecological compensation mechanism of Zhangjiakou region.The author holds that in the face of the new forms and tasks,Zhangjiakou is closely related to the development of Beijing-Tianjin-Hebei Association and the joint hosting of the 2022 winter with Beijing.The historical opportunity of the Olympic Games,and actively build two areas of the capital,increase support for the construction of ecological environment,and improve the local ecological compensation mechanism.The green compensation mechanism for green development is not only serving the ecological construction,but also an important starting point for achieving a regional benign cycle,long-term effect and green development.In Zhangjiakou region,the relationship between the ecological environment and economic and social development is closely linked.In recent years,regional development has not been comprehensive and inconsistent.In recent years,through ecological compensation and cooperation,Zhangjiakou has made remarkable achievements in the construction of ecological environment,improved social and people's livelihood,and slowed economic growth,widening the gap with the surrounding regions.At present,the main problems in the area's ecological compensation mechanism are: the diversification of ecological compensation has not yet formed,the benefits of compensation objects have been limited,the compensation standards are low and there is no continuity,and there is no market-based compensation.In addition to the government,the main body of ecological compensation should also include enterprises,citizens,and social organizations that have duties and responsibilities for ecological protection;compensation standards should at least be able to make up for input costs and be conducive to shared development;compensation methods should be government-led and market-oriented.Diversified compensation methods supplemented by operations;Establishing a two-way dynamic assessment mechanism to provide ecological compensation based on the quality of ecological products;Further deepening cooperation between Beijing and Zhangjiakou,and actively establishing a green financial development center;Vigorously developing the Olympic economy to promote the transformation of Zhangjiakou's economic development mode To promote the optimization of regional industrial structure with the ice and snow industry. |
