The registration of Integration between House Ownership and Land-using Right in rural areas is an important measure for China to promote rural economic and social development and safeguard the legitimate rights and interests of farmers.Since The Provisional Regulations on the registration of immovable property and other relevant laws,regulations and policy documents have been issued,combining with the local actual conditions,the investigation of the right to the registration of Integration between House Ownership and Land-using Right in rural areas has been carried out.Some progress has been made,but there are still many problems in the registration process.For example,investigations in some rural areas are difficult to carry out because of weak foundations.In some places,buildings on the ground such as rural houses and homesteads and collective construction land are not included in the registration of immovable property.At present,there is no comprehensive and mature experience in the registration of Integration between House Ownership and Land-using Right in rural areas in China.Therefore,research on the registration of Integration between House Ownership and Land-using Right in rural areas in the background of the registration of immovable property protects farmers' legitimate rights and interests,deepens rural reforms,and accelerates progress.It is of great significance to fully implement the The Rural Revitalization Strategy in rural areas as a whole.This article is divided into six parts to study the registration of Integration between House Ownership and Land-using Right in rural areas.The first part of the introduction introduced the background of the topic,and elaborated the significance of the research on the issue from the theoretical and practical aspects respectively.It systematically discussed the disputes between the domestic and international theoretical community on the registration of the registration of Integration between House Ownership and Land-using Right in rural areas.The second part introduces the relevant concepts and theoretical basis for the registration of Integration between House Ownership and Land-using Right in rural areas,including Western property rights theory,the theory of real right behavior,the legal principle of real right and principle of change of real right,and related concepts in China's Integration between House Ownership and Land-using Right.Among them,the focus is meaning of the Integration between House Ownership and Land-using Right in China.The third part analyzes the necessity and feasibility of perfecting the registration of Integration between House Ownership and Land-using Right in rural areas in the process of urban-rural integration.In the fourth part,taking W city as an example,through the practice of W city,the specific progress made in the registration of Integration between House Ownership and Land-using Right in rural areas and the difficulties and reasons faced are mentioned.The fifth part analyzes the system of the United States and Germany,which is typical of the real estate registration in the world at present,and analyzes the experience of the rural real right registration in our country.In the sixth part,according to the progress of the registration and verification of the real estate rights the registration of Integration between House Ownership and Land-using Right in rural areas of W city and the difficulties it faces,the author gives corresponding suggestions to further improve the work of the registration of Integration between House Ownership and Land-using Right in rural areas.
