A Study On The Application Of The Results Of Rural Land Ownership Registration In Anhui Province

Since 2009 the first batch of pilot rural land contract management rights is indeed the right certification work since the main task of the central agricultural and relevant ministries to be clear,put forward 5 years to basically complete the comprehensive rural land right registration certification.Anhui province to carry out the registration of rural land ownership is progressing smoothly,has achieved initial results.The results of statistics through the investigation on the province of the pilot batch of data show that the propaganda way farmers influence to ensure that the registration of education registration,job satisfaction and the income of farmers,there are so many factors to affect the use of the land after the late rush;to do the right registration certification of the results are concluded: the province is now stage of registration of land ownership in rural areas to promote a strong,pragmatic and effective,standardized operation,farmers' participation enthusiasm is high,achieved comprehensive benefit in many aspects.In order to further expand the results,to adhere to six basic principles,practice and exploration to achieve the normalization of management mechanism on rural land contracting right of management information database,standard form,land transfer market,a variety of agricultural subsidies,innovative financing and property rights form etc..There are many obstacles in the process of application of the results: the legal status of ownership registration certification results is not clear;the normal management is restricted by the influence of factors such as changes in the land circulation;because the two sides measured area changes resulting from disputes;management right of rural land property rights is difficult to achieve;disputes caused by the change of interest distribution pattern of agricultural.If these unfavorable factors can not be effectively resolved,it will reduce the effect of rural land ownership registration.In order to enlarge the application of continuity,registration certification results right universality and effectiveness,this paper puts forward the countermeasures and suggestions: changes involving rural land contract laws and policies,a clear legal status of the registration results;the establishment of rural land contracting right normalization management mechanism and standardize the land circulation registration team;for the record,to improve the efficiency of practical land transfer business warrants and accelerate the trading platform construction;improve the rural social security system and to increase the amount of subsidies object,improve the precision of the strong agricultural policy.
