In recent years,with the rapid development of China's economy and the acceleration of the process of urbanization,the urbanization rate of China's resident population has continued to rise and will increase to 60% by 2020,which means that the next few years will be a particularly critical period for the development of urbanization.The reconstruction of the old urban areas and the construction of the new urban areas have entered the fast lane.The compensation for the housing levy and compensation of urban residents will be a major project for the governments.How to resolve the acquisition contradictions,soften and minimize conflicts of interest,and achieve harmonious requisition and dismantlement are topics that governments at all levels have continuously explored and improved in recent years.Although the promulgation of “State-owned land On House Collection and Compensation Rule” has solved outstanding problems in the collection,there are still many practical problems that need to be resolved.This article takes the acquisition and compensation of urban residents' houses in Baotou City as the research object,investigates and summarizes the actual implementation of the housing acquisition policy in the area,summarizes the successful experience gained from this work in Baotou.The issues in the process of expropriation and compensation are summarized in the three stages of the early,middle and later stages.are summarized in the three stages of the early stage,mid-term and post-periods:Expropriation compensation standard formation process is not standardized,Formal public participation procedures,Unregistered buildings are widespread and difficult to quantify and compensate,Expropriated people's expectations are too large,etc.Analyze the cause of the above problem:Expropriation compensation standards lack of scientific and rational analysis and are not suitable for local conditions,The public participation in the procedural safeguard mechanism is not perfect,Illegal building management and control mechanism,The expropriated person has weak awareness of the legal system and does not trust the government...Put forward some targeted countermeasures:Standardize the process of forming compensation standards,Safeguard the implementation of public participation procedures,Establish and improve the illegal building management and control mechanism,Strengthen the publicity of laws and policies and establish government credibility...provide advice and suggestions on the specific implementation of compensation for the acquisition of urban residents' houses in Baotou.
