Study On The Policy Implementation Of Rural Dilapidated Housing Reconstruction Of H City

Since the policy of reconstruction of rural dilapidated houses was issued in 2008,it has been implemented and adjusted for more than ten years.It has gradually developed from the policy goal of "economic stimulation" to the policy goal of "social assistance" and "social security".Especially in 2015,after the country made a major decision to win the battle of poverty alleviation and achieve the task of poverty alleviation in 2020,the transformation of rural dilapidated houses was included in the "two no worries and Three Guarantees" system of poverty alleviation.The transformation of rural dilapidated houses is to achieve the policy goal of ensuring the housing safety of the poor people in poverty alleviation.Since 2009,H city has conscientiously implemented the national policy on reconstruction of dilapidated houses in rural areas,adjusted the reconstruction objects,standards and methods in a timely manner,and achieved some achievements.With the in-depth implementation of the policy,the problems exposed behind the achievements are more and more significant.These problems affect the implementation effect of the transformation of rural dilapidated houses,and also affect the realization of the policy goal of "social assistance" for the transformation of rural dilapidated houses.2020 is the decisive year for building a moderately prosperous society in an all-round way,and the task of rebuilding dilapidated houses in rural areas is even more arduous.At this critical time point,it is particularly important to clarify the existing problems in the transformation of dangerous houses in rural areas and the direction of policy implementation in the next step.Therefore,on the basis of studying the domestic and foreign housing security policy and the research results of the rural dilapidated housing reform policy,this paper starts with the link of Policy Implementation,through the on-the-spot investigation and data analysis of H city,focus on the Policy Implementation Environment,policy resources,target groups,policy implementation of the main four aspects of urban H city in the past 10 years,the implementation of the policy of rural renovation of dangerous housing,this paper evaluates the implementation process of the policy of H city's rural dilapidated housing renovation,and then puts forward some policy suggestions for improving the implementation efficiency of H city's rural dilapidated housing renovation policy,with a view to other cities in China's rural reconstruction policy of dangerous housing and improve the rural housing security system to provide useful recommendations.The article includes six parts: the first part is the introduction;the second part is the policy goal of the rural dilapidated housing reconstruction and the analysis of H city policy implementation conditions and means;the third part is the analysis of the implementation of the policy of rural dangerous housing reform in H city;the fourth part is the analysis of the reasons for the implementation of the policy of rural dangerous housing reform in H city;the fifth part is enhances the H City Countryside Dangerous House Reconstruction Policy Implementation efficiency the countermeasure proposal;the sixth part is the conclusion.
