An Empirical Study About The Influence Of Hebei Provincial Government Institution Innovation On Industrial Transformation And Upgrading

"The 13 th Five-Year" period is a crucial stage for Hebei province to build a strong economic and beautiful Hebei Province.In this critical period,how to seize the opportunity to actively innovate the government system,and effectively promote industrial restructuring and upgrading is the focus of attention of the Hebei government and the all sectors of society.At present,the reasons of government system and the non government system hinder the speed of industrial transformation and upgrading.Therefore,the study of the impact of institutional innovation on industrial transformation and upgrading has great theoretical significance and practical value to fully complete a well-off society.This research is based on the theory of system innovation and industrial transformation and upgrading.we put the current situation of industry development in Hebei Province as the breakthrough point,Establishment of Hebei provincial government system innovation evaluation index system and Construct the econometric regression model.With the help of Eviews6.0 software,we use the statistical data of Hebei Province over the years and use the Multiple regression analysis method,the article verify the significant impact of Hebei provincial government system innovation on industrial transformation and upgrading.Based on that analysis a lot of bottlenecks in the industrial transformation and upgrading of Hebei province.At the same time,the paper deeply analysis the government system reason of enterprise human resource allocation system,technology system,open system,international trade system,tax system and the non government reason of enterprise's own competitiveness,the introduction of talent mechanism,the lack of core technology and culture,etc.Finally,improve the institutional innovation mechanism;accelerate the promotion of industrial transformation and upgrading of Hebei province and put forward effective countermeasures and suggestions.This study adopts the combination of qualitative analysis and quantitative analysis methods combined,the combination of history and reality,the combination of theory and practice,which not only enrich the theory of institutional innovation and the theory ofindustrial transformation and upgrading,but also provide a strong reference to accelerate the transformation and upgrading of industry in Hebei province,at the same time,it has a certain reference value for the institutional innovation of ll levels of the national government.
