Balance Of Payment Of Basic Medical Insurance Funding For Urban Employees In Quanzhou

System of basic medical insurance for urban employees(BMIUE)is an important part of national social insurance system.Under the “Carrying out the Healthy China initiative” clearly proposed in the 19 th Communist Party of China National Congress,the balance of payment of BMIUE funding,which is a precondition for sustainable development of medical insurance system,becomes one of hot topics in current medical insurance system.Utilizing methods of comparative research,focus interview and literature analysis,this thesis is based on BMIUE in Quanzhou,an important southeast coastal city.By analyzing the current status and development of BMI for urban employees in Quanzhou through BMIUE financial statements,statistical yearbooks,relevant data and policy documents,we conclude that funding of BMIUE in Quanzhou is with an excess of surplus in terms of surplus parameter and surplus rate.Finally,by means of deep dissection in important parameters,such as number of insured,payment base,payment rate,maintaining and increasing the value of funding,low limit of pay line,cap line,share rate,payment method,population aging,number of hospitalizations and morality on BMIUE balance of payment,some suggestions of modifying relevant policy or regulations realizing “Balance of payment with slight surplus” of BMIUE in Quanzhou are given by comparing the BMIUE policy in Beijing and Shanghai.
