Every one of us experience birth, aging, illness and death in one’s life time. All the four processes involve healthcare, or put it simply, seeing a doctor. With the development of economy, intensified urbanization, change in demography, the issue of ‘seeing a doctor has become more difficult and expensive’ has attracted people’s attention in recent years, and has become a hot topic for the government, academics and general public. Experts and scholars have been trying to resolve this issue from different angles.In 2009, in order to solve the ‘seeing a doctor has become more difficult and expensive " problem, Chinese government have stipulated the CPC Central Committee and State Council Opinions on Deepening the Healthcare Reform, marking the beginning of a new medical reform. The document mentioned the term Global Budget twice and has deemed it as a crucial measure in the reform of medical payment system. Under the guidance of national policy and also taking into consideration the difficulty in keeping local fund balanced, Beijing government piloted Global Budget in 2001 to urban employee basic medical insurance.The article revolved around Global Budget system in Beijing’s urban employee basic medical insurance. On one hand, through collecting related literatures, the writer conducted a comprehensive research of Global Budget in healthcare system from home and abroad, and studied the recent research development in this field. On the other, the writer used data analysis to study the implementation of Global Budget in Beijing Chaoyang District in the last three years. The article mainly includes the following parts:First, this article briefly explains the research background, research methods and its purpose, and summarizes the recent research developments in Global Budget from home and abroad. And then the article introduces the related concepts of Global Budget and other types of payment, and compared the advantages and disadvantages of each payment method using related indicators. It explains the theoretical foundation of Global Budget as an effective method of containing medical cost. After that, it analyzed the implementation of Global Budget in Chaoyang District and introduced the experience of adopting Global Budget from China and foreign countries. Furthermore, the article gave suggestions on how to improve Beijing’s Global Budget based on the experience of foreign countries and the issues occurred in Chaoyang District’s implementation. Lastly, the article concluded the study and briefly explained the next step in this research.
