Advanced equipment manufacturing industry is one of the seven strategic emerging industries in China.The state has issued a series of innovative policies to support the development of advanced equipment manufacturing industry.However,advanced equipment manufacturing industry development in our country starts late,foundation is weak,manufacturing is big but not strong situation for a long time,the development of advanced equipment manufacturing industry,is taking the strategic choice for the future economic and technology development the commanding heights,helps to enhance the core competitiveness of China's industry,to manufacturing powerhouse is of great significance in our country.Therefore,it is necessary for the advanced equipment manufacturing industry innovation policy implementation effect evaluation analysis,find out its effects and problems,and tries to adjust and perfect,to promote science and technology level of ascension.Based on the patent data,this paper conducts a quantitative evaluation study on innovation policy and analyzes the innovation policy of advanced equipment manufacturing industry in China.In this paper,the 2006-2017,advanced equipment manufacturing industry in our country and collection of the innovation policy,and through the study of policy text content,finally combed the 67 innovation policy as the research object,by utilizing the method of quantitative evaluation of policy research,at the same time,using the United States,Japan and China PCT patent data for research.First of all,the technical development of China's advanced equipment manufacturing industry is analyzed by analyzing the change of the number of patents in China's advanced equipment manufacturing industry.Second,through the quantitative evaluation of the advanced equipment manufacturing industry innovation policy,by building the structure equation model analysis influence on innovation output,innovation policy analysis innovation policies on the role of technological progress and the current problems of innovation policy,the study found that in the advanced equipment manufacturing industry innovation policy of our country,advanced equipment manufacturing industry innovation policy tends to differentiation,advanced equipment manufacturing industry all kinds of unreasonable distribution of innovation policy,attaches great importance to the lack of science and technology achievements transformation policy.What's more,analysis of the three countries the United States,Japan and China patent quantity change,studies the advanced equipment manufacturing industry in the United States and Japan's respective innovation policy and development status of the patent,analysis of the two countries policy characteristics and provide experience for our reference.Finally,according to the results of quantitative assessment of innovation policy in China and Japan both policy experience,and from strengthening the advanced equipment manufacturing industry in our country the reasonable distribution of the types of innovation policies,strengthen the ability construction of technology innovation policy,financial tax policy,transformation of scientific and technological achievements,talents system construction put forward policy Suggestions.In order to promote the continuous progress of science and technology in China's advanced equipment manufacturing industry,so that China becomes a powerful country in advanced equipment manufacturing industry.
