With the development of social economy and the idea of the democratization and fair,the awareness of participation among people becomes more and more strong.In the evaluation,it will correspond with the demands of the times that every evaluated object participates in the evaluation process.In this situation,self-determined comprehensive evaluation emerges.The definition of self-determined comprehensive evaluation is that every evaluation object can be seen as equal “agent” which can independently participate in the process of comprehensive evaluation and have right to express their own opinions,resulting full voice of their own profit and value demands.Self-determined comprehensive evaluation meets the psychological needs that the evaluation object wants to be a participant.At the same time,the evaluation results are more likely to be accepted.According to the problem of self-determined comprehensive evaluation,this paper proposes a self-determined comprehensive evaluation method based on dual optimization.The main research work and innovations are as follows:Firstly,based on the research of the existing literature,this paper cards the research status of comprehensive evaluation and expounds the concepts and theories of comprehensive evaluation and self-determined comprehensive evaluation,thus forming a more comprehensive understanding of the field;Secondly,aiming at the phenomenon of assigning 0 to index weight without advantages when there are a lot of evaluation indexes,this paper appends weight “existence” conditions to constraint index weight on the basis of weight “non dictatorship” conditions.Then,this paper puts forward a self-determined comprehensive evaluation method based on dual optimization.The method is divided into two parts: the optimization model of comparative advantage and the optimization model of absolute advantage on the assumption of “non dictatorship” conditions and “existence” conditions about weight.First of all,when the evaluation object is regarded as the evaluation subject,the comparative advantage of the evaluation subject is optimized by the optimization model of comparative advantage;on this basis,the whole difference values between the evaluation subject and the other evaluation subjects are maximized,by the optimization model of absolute advantage.Therefore,the absolute advantage of the evaluation subject can be promoted.At last,it comes to the evaluation result via building up the evaluation information of multiple evaluative subjects again.In addition,the rationality and effectiveness of this method is verified through an illustrative example.Finally,on the basis of elaborating the concept of urban competitiveness theory,this paper discriminates the concept of urban competitiveness and establishes the city competitiveness evaluation index system,and using the proposed autonomous comprehensive evaluation method based on dual optimization empirically analyze the urban competitiveness of l7 cities in Shandong province.The empirical results show that,when the evaluation object is regarded as the evaluation subject,this method can expand the absolute advantage on the premise of guaranteeing the comparative advantage.The evaluation conclusion is more reasonable and has practical application value.
